On March 5, the draft amendments to the Organic Law of the local people's congresses and local people's governments at all levels (hereinafter referred to as the draft amendments) were submitted to the Fifth Session of the Thirteenth National People's Congress for deliberation.
The revision of the local organic law is to better adhere to the fundamental purpose of serving the people wholeheartedly, practice the people-centered development philosophy, develop people's democracy in the whole process, further exert the unique advantages of socialist democratic politics with Chinese characteristics, and ensure that all people It is of great practical significance to better exercise state power and earnestly safeguard the legitimate rights and interests of the people.
It is worth mentioning that in 2021, the Fourth Session of the Thirteenth National People's Congress will amend the Organic Law of the National People's Congress. For the first time, General Secretary Xi Jinping's important concept of people's democracy in the whole process will be written into the law, and the NPC and its Standing Committee will be stipulated. One of the key points and highlights of the revision of the local organic law is to implement and reflect the people's democracy in the whole process.
The amendment draft adds provisions: Local people's congresses at all levels, standing committees of local people's congresses at or above the county level, and local people's governments at all levels adhere to the people-centered approach, adhere to the people's democracy throughout the process, always maintain close contact with the people, and listen to the people's opinions and suggestions, serve the people, be responsible to the people, and be supervised by the people.

What is particularly noteworthy is that the revised draft adds many new contents to strengthen the supervision of the "one government, one committee and two houses" by the local people's congress.
Since the 18th National Congress of the Communist Party of China, the CPC Central Committee and the State Council have issued a series of important documents and made a series of important arrangements to strengthen and improve the supervision of the National People's Congress in the new era. The Standing Committee of the National People's Congress has also formulated and revised relevant decisions in a timely manner to implement the spirit of the central document.
In accordance with the requirements of the Budget Law and relevant documents of the central government, the amendment draft adds several new contents, which further strengthens the examination and supervision of local people's congresses and their standing committees on the management of national economic and social development plans, plans, budgets, final accounts, government debts, and state-owned assets. .
It is understood that, as a practical innovation of grass-roots people's congresses, many people's congresses of cities, counties and townships divided into districts have practiced voting on important livelihood projects.
Take Zhejiang Province as an example. As early as 2017, the province made a decision to promote the implementation of the People's Congress voting system for the people's livelihood project in the whole province. At present, it has achieved full coverage at the city, county and township levels.
In 2021, a total of 6,425 livelihood projects will be approved at the city, county, and township levels in Zhejiang Province, and 3,194 projects will be recommended (voted) at the street level.

Improve the work system and give full play to the representative role

The amendment draft adds provisions: The handling of suggestions, criticisms, and opinions by deputies to local people's congresses at all levels shall be reported to the standing committee of the people's congress at the corresponding level or by the township people's congress by the office of the standing committee or by the presidium of the township people's congress, and made public.

"For these suggestions, in the process of revising the local organic law, we have conducted serious research and absorbed as much as possible."
