Emmanuel Macron took up the pen.

The Head of State declared himself a candidate in a "Letter to the French" published Thursday evening on the websites of several media.

“I ask for your confidence for a new mandate as President of the Republic […].

I am a candidate to defend our values that the disruptions of the world threaten”, confides the President of the Republic.

Mobilized by the war in Ukraine, the president now has only thirty days to campaign before the first round.

But on what project?

We looked a little closer at his letter to try to find out more.

A campaign in the continuity of the mandate

The times have changed.

The “revolution” promised in his programmatic essay published in November 2016 is over. This time, the candidate is, and this is logical, in pursuit of his five-year term.

“The transformations undertaken during this mandate have enabled many of our compatriots to live better, France to gain independence.

And the crises we have been going through for two years show that it is indeed this path that must be pursued, ”he writes.

“In 2017, there was a need to change gear compared to previous years.

There will be no revolution this time, but the continuation of the work done, to project France into the future around the same three elements: liberate, protect, unite", deciphers Anne Genetet, deputy for Asia-Oceania- Eastern Europe and spokesperson for the LREM group.

Some developments are however on the program, after a five-year term marked by numerous crises, including that of the "yellow vests": "There are choices that with the experience acquired with you I would probably do differently", recognizes the outgoing.

Europe still at the heart of the project

The letter is not full of concrete proposals, but offers some leads.

By considering it necessary to "invent", in the face of "the challenges of the century", a "singular French and European response", the president shows that European integration, the DNA of Macronism, will be one of the markers of his future campaign.

“The president has always put forward his European project.

He has always pushed for this notion of European defence, which is a fundamental issue today,” assures Anne Genetet.

If the war in Ukraine could help him, the subject remains a point of tension on the continent.

Another line of campaign, the question of pensions.

“So we will have to work more,” he wrote after abandoning his universal pension reform due to the pandemic.

The president also seems to want to make “old age” an important axis, and school a “priority” of his project, promising better remuneration for teachers.

Finally, promising to make the French nation “the one that will be the first to emerge from dependence on gas, oil and coal”, he clearly reaffirms his commitment to nuclear power.

Eric Zemmour and Marine Le Pen in his viewfinder

Campaigning also means fighting back.

In his letter, Emmanuel Macron targets Eric Zemmour and Marine Le Pen without naming them.

“We will not respond to these challenges by opting for withdrawal or by cultivating nostalgia […].

The challenge is to build the France of our children, not to dwell on the France of our childhood,” he said.

“When I hear Marine Le Pen regretting the thirty glorious years, it shows that she has understood nothing of the challenges ahead.

The president will campaign project against project, leaving insults and anathemas, ”hopes Anne Genetet.

Still, this fight could take place at a distance, because of the situation in Ukraine.

The president confides in half a word in his letter, acknowledging that he will not be able to “carry out the campaign as [he would have] wished”.
