According to the website of the Ministry of Water Resources, in order to implement the "Yangtze River Protection Law of the People's Republic of China", strengthen the ecological protection of the Yangtze River Basin, and effectively protect the ecological flow of key rivers and lakes, the Ministry of Water Resources recently issued the "Fourth" Approval of ecological flow guarantee targets for key rivers and lakes", which determined the ecological flow guarantee targets for 53 cross-provincial key rivers and lakes and 69 control sections in the Yangtze River Basin.
Up to now, the Ministry of Water Resources has issued 171 cross-provincial key rivers and lakes and 286 ecological flow guarantee targets for control sections. Among them, the Yangtze River Basin has set a total of 85 cross-provincial rivers and key lakes, and 131 main control sections. The ecological flow guarantee system of key inter-provincial rivers and lakes in the Yangtze River Basin has been fully covered.
The fourth batch of key rivers and lakes involves the major tributaries of Jinsha River, Minjiang River, Tuojiang River, Chishui River, Qijiang River, Jialing River, Wujiang River, Hanjiang River, Xiangjiang River, Zishui, Yuanjiang, Lishui, etc. in the Yangtze River Basin. According to the requirements of “determining the guarantee rate, the management measures, the early warning level, the monitoring methods, and the supervision responsibility”, combined with the implementation of the river basin water regulation and the total water consumption control system, the implementation plan for ecological flow guarantee of key rivers and lakes was formulated, and the rivers (lakes) ) to clarify the ecological flow guarantee requirements.
The main control sections of the fourth batch of key rivers and lakes have established ecological base flow targets, and some river control sections have also determined ecological flow targets in sensitive periods based on water demand for maintaining fish reproduction.
The ecological flow guarantee objectives of key rivers and lakes in the Yangtze River Basin will serve as an important basis for water allocation, ecological flow management, unified water resource allocation and total water withdrawal control in the relevant rivers and lakes.
In order to strengthen the management of ecological flow, the Ministry of Water Resources organized the Yangtze River Water Conservancy Commission to establish an ecological flow supervision platform, real-time early warning and dynamic supervision, and report the ecological flow of rivers and lakes on a monthly basis. The compliance of ecological flow sections of key rivers and lakes will be included in the assessment of the most stringent water resources management system.
In the next step, the Ministry of Water Resources will further strengthen the management of ecological flow, consolidate the guarantee responsibility, implement guarantee measures, effectively guarantee the ecological flow of rivers and lakes, and promote ecological protection and high-quality development in the basin area.
