  Xu Qiang, a member of the National Committee of the Chinese People's Political Consultative Conference and vice president of Chengdu University of Technology, who has been engaged in scientific research on geological disaster prevention and control for more than 20 years, has participated in the emergency response to dozens of major natural disasters across the country, and has achieved a "new breakthrough" in landslide warning in the world.

The experienced "earth disaster doctor" introduced that the evolution of the earth has its periodicity. In recent years, the global climate change has intensified, and the earth itself is also in an active cycle and the temperature continues to rise. During the National Two Sessions in 2018, Xu Qiang proposed in his proposal to build an "air-sky- "Three investigations in the land" system, in order to break through the limits and bottlenecks of traditional land disaster hidden danger investigation.

  This proposal has been positively responded by the Ministry of Natural Resources of China and other departments. At present, the "air-space-earth" integrated geological disaster hidden danger early identification, monitoring and early warning system has been promoted and applied in Sichuan, Guizhou and other provinces and cities, and has successfully warned of landslides. Hundreds of mudslides.

Today, including this system, China has built tens of thousands of professional geological disaster monitoring and early warning points, accumulating a wealth of disaster prevention and mitigation data.

  [Explanation] Xu Qiang introduced that in fact, in recent years, China has not only opened up some geological disaster data, but also shared "Chinese wisdom" such as geological disaster monitoring and early warning technology.

Chengdu University of Technology, where he is located, has held several international doctoral courses to share the latest scientific research results of disaster prevention and mitigation in China with young scholars around the world.

  This year's National People's Congress, Xu Qiang continued to focus on disaster prevention and mitigation, and brought a proposal to strengthen the monitoring of the ecological environment of the Qinghai-Tibet Plateau.

Xu Qiang suggested that China should set up a field scientific observation and research base on the Qinghai-Tibet Plateau to conduct full-life-cycle, systematic and scientific monitoring of major construction projects such as railways, highways, and hydropower.
