The National Election Commission filed a complaint with the prosecution against Hwang Kyo-ahn, former leader of the Liberty Korea Party, and Min Kyung-wook, a former member of the National Assembly, for spreading rumors of early voting manipulation and obstructing voting.

The National Election Commission established a secret temporary office for election fraud through newspaper advertisements and assembly remarks, YouTube channels, etc., using illegal stamps on advance ballot papers and using QR codes without legal basis, connecting the ballot paper sorters to the external Internet network, etc. He said he was accused of distributing false information on allegations of early voting manipulation.

The Public Official Election Act stipulates that a person who obstructs the freedom of election by fraudulent, fraudulent or other illegal means shall be punished by imprisonment with labor for not more than 10 years or by a fine of not less than 5 million won and not more than 30 million won.

The Supreme Court has also ruled that interference with voting behavior constitutes a crime of obstructing the freedom of elections.

The National Election Commission also revealed that they were also accused of obstructing the execution of election management tasks by having them dispatch personnel to respond to claims such as the National Election Commission preparing for advance voting manipulation.

The National Election Commission also emphasized, "We will express our concern and strong regret at the act of misleading the public by raising baseless suspicions and obstructing the fair execution of official duties by the National Election Commission, and will take strong measures against acts that disturb the election order."
