The flag of Ukraine is hoisted outside Luleå town hall where the council is meeting on Monday and the politicians started the meeting by keeping a minute's silence.
Luleå residents call and ask
For many years there has been a collaboration between Murmansk and Luleå but now the contact is broken.
- But we have not chosen to end the collaboration but we have
paused
it, says Carina Sammeli.
She continues:
- We have received many calls from citizens who wonder if their tax money goes to support Russia now that harsh sanctions have been introduced and that is another reason why we paused cooperation with Murmansk.
