China News Agency, United Nations, February 28. The United Nations General Assembly held an emergency special session on the Ukraine issue on the 28th.

Zhang Jun, Permanent Representative of China to the United Nations, stated his position at the meeting, calling for greater diplomatic efforts to promote the political settlement of the Ukraine issue and create a favorable atmosphere and conditions for direct negotiations between the parties.

Zhang Jun said that the situation in Ukraine is undergoing rapid changes.

It is imperative for all parties concerned to exercise necessary restraint to prevent the situation from deteriorating further, and at the same time to step up diplomatic efforts to promote a political settlement.

China welcomes the fact that Russia and Ukraine have started direct dialogue and negotiation.

Ukraine should be a bridge between East and West, not a frontier of great power confrontation.

We call for the creation of a favorable atmosphere and conditions for direct negotiations between the parties, as this is the fundamental way to resolve the problem.

Zhang Jun emphasized that any actions taken by the United Nations and relevant parties in the international community must focus on regional peace and stability and the general security of all parties, which should help reduce tensions and promote diplomatic solutions.

China does not approve of any practice that may escalate conflicts.

China supports relevant UN agencies to continue their humanitarian assistance work in Ukraine.

We believe that the safety and humanitarian needs of civilians should be effectively guaranteed.

Zhang Jun said that as a permanent member of the UN Security Council, China has always fulfilled its responsibility of maintaining international peace and security.

China's basic position on respecting the sovereignty and territorial integrity of all countries and abiding by the purposes and principles of the UN Charter is consistent and clear.

We will continue to play a constructive role in seeking and achieving peace.

Zhang Jun pointed out that the Cold War has long since ended, and the Cold War mentality based on group confrontation should be abandoned. Provoking a new Cold War is even more harmful than beneficial.

The security of one country cannot be at the expense of compromising the security of other countries, nor can regional security be guaranteed by strengthening or even expanding military groups.

China supports the EU, NATO and Russia to resume dialogue, uphold the concept of indivisible security, properly address the legitimate security demands of all parties, including Russia, and seek to build a balanced, effective and sustainable European security mechanism to achieve long-term peace and stability on the European continent.
