War in Ukraine: UN Security Council meeting on a resolution condemning Moscow
This draft resolution put to the vote on Friday 25 February spells out the name of the Russian Federation and clearly condemns Russian aggression against Ukraine.

In New York, the UN Security Council will meet this Friday evening, February 25, about the war launched by Moscow against Ukraine and a resolution should be put to the vote.
It is a text which strongly condemns the invasion of Ukraine and which asks the Russians to repatriate its troops.

This draft resolution contrasts with the usual precautions taken by the Security Council: it names the Russian Federation in full, it clearly condemns Russian aggression.
And it has been placed under chapter 7 of threats to world peace and security, which gives it greater symbolic force.
It usually takes weeks to negotiate such a text between Council members, with omissions and compromises.
But now, diplomats already know that Russia will
veto
this text so the formulas are more frank.
They had nothing to lose, since everything is lost in advance.
When used by one of the five permanent members, the
veto
shows the limits of multilateralism.
But this Russian
veto
just now will go one step further: because it will be used to absolve a permanent member who is himself endangering international peace and security without the whole world being able to react.
In this case, the
veto
bluntly reveals the failure of diplomacy.

The United Nations is stepping up humanitarian operations in and around Ukraine and has allocated $20 million from the response fund to meet urgent needs.
