Blinken called Russia's actions a violation of international law.
Earlier, Russian President Vladimir Putin had a telephone conversation with his French counterpart Emmanuel Macron, during which he explained the reasons and circumstances for the decision to conduct a special military operation.
Putin also called the Russian special operation in the Donbass a necessary measure.
