TASS: the EU began developing a third package of sanctions against Russia

The source also said the leaders had raised the possibility of blacklisting Russian President Vladimir Putin.

Earlier, the head of the European Commission, Ursula von der Leyen, said that the second package of EU sanctions would affect 70% of the Russian banking market and key state-owned companies.

The Russian Foreign Ministry called the EU sanctions illegitimate and unreasonable.
