In Toulouse, the future third metro line, 27 km long – as long as the first two combined – will cross more than a thousand private plots, including 875 underground.

“We know little about it, but we still own the depths of our house, just like the column of air above”, explains Jean-Michel Lattes, president of Tisséo Collectivités.

Hundreds of astonished owners have therefore received an offer to purchase, or an easement if the tunnel is envisaged more than 18 meters below their feet.

“There are some who have started to dream”, recognizes the chosen one.

But briefly because, as much to say it right away, the basement is almost worth a stone's throw, according to the calculations of the service of the domains.

If the bottom of a very large plot can occasionally climb up to 800 euros, the average lot oscillates rather "between 50 and 80 euros".

Not enough to draw plans on the comet.

A transaction of public utility

As unexpected as it is, the offer is almost impossible to decline.

Since the metro has been declared to be of public utility, rebelling against expropriation – which is moreover invisible – would be tantamount to hiring the services of a lawyer for a lost cause.

Jean-Michel Lattes assures of the 600 depths already acquired, “only a few rare files have posed a problem”.

Some individuals have especially been able to feed legitimate concerns to learn that a metro will pass under their foundations.

But the president of Tisséo wants to be reassuring: “Unlike that of Rennes, the basement of Toulouse is rather stable.

Moreover, we already have two lines and if we felt the slightest vibration as the metro passed by, it would be known”.

However, it is planned to carry out analyzes on certain buildings to check that nothing is moving.

All of the land acquisitions for the passage of the “Toulouse Aerospace Express” line, between Labège and Colomiers, are valued at 166 million euros for a total project cost of 2.8 billion.

Some plots being acquired will only be used as site rights-of-way.

Tisséo will resell them at auction once the tunnel boring machines and backhoe loaders have left.

The commissioning of the line is announced for the end of 2028.
