A parliamentary report revealed what it described as a "variance" in the line of entitlement to social assistance to eligible citizens at the level of the state's emirates, approximately 4000 dirhams.

He recommended the disbursement of discriminatory rewards to family members of beneficiaries of social security who are enrolled in rehabilitation and vocational training programs, and in various educational stages, especially within the framework of state policies regarding the care of the gifted and talented, and the definition and identification of a welfare line, a sufficiency line, and an eligibility line.

In detail, the report prepared by the Committee for Social Affairs, Labor, Population and Human Resources of the Federal National Council, on the topic “The Ministry of Community Development’s policy regarding the development of the social security system,” stated that the committee discussed the issue extensively through three main axes, which are “legislation related to the social security system.” In accordance with the economic and social changes”, “the Ministry of Community Development’s strategy on social security”, and “international practices applied in developed countries regarding social security”, stressing that the committee held eight meetings at the headquarters of the General Secretariat in Dubai, headed by Naama Abdul Rahman Al-Mansoori, during which it was briefed on Studies and research papers prepared on the general topic.

It also met with representatives of governmental and local charitable associations and institutions, to learn about the services and initiatives provided in the social security system, the challenges they face in this regard, and mechanisms for coordination and cooperation with the concerned authorities in providing social security.

The report, which "Emirates Today" obtained a copy of, indicated that the committee organized a virtual discussion panel, entitled "The Policy of the Ministry of Community Development regarding the development of social security", with the aim of identifying the most prominent challenges in the social security system, both at the level of the value of social security. Or initiatives and services provided to its beneficiaries, in addition to identifying areas for developing the social security system.

It also met with representatives of the ministry to get their responses to its inquiries.

According to the report, the committee concluded a number of parliamentary observations and conclusions on the three axes of the subject, as it concluded in the first axis that the legislation regulating social security does not keep pace with social and economic changes, which resulted in the limited inclusion of new categories entitled to social security, and the abolition of incentive bonuses for school students at various stages without It does not comply with the current economic and educational orientations of the state, according to the goals of the UAE Centennial 2071.

It also concluded that the social assistance benefit line varies at the level of the Emirates. The Ministry of Community Development has social assistance amounting to 13 thousand and 80 dirhams, as well as “the absence of studies of cases benefiting from social security in accordance with governance standards that require studying the case from all its economic and social aspects, and only studying the case according to its classification as a category, without looking at other conditions, such as: housing And health, and others, which will negatively affect the provision of the requirements of a decent life for them.”

The report stated that the committee noted, during its study of the second axis, the transfer of productive families to the stage of quality and excellence, through training and the application of productive families standards for the quality of productive families’ products, and the difficulty of periodically updating the data of groups benefiting from social assistance, given the multiplicity of testimonies and testimonies required from courts and economic departments. This resulted in the inaccuracy of the data of the beneficiaries of social assistance, the unlawful disbursement of sums to some of them, and the inaccuracy in determining the extent to which some are entitled to social assistance.

In the third axis, the committee noted the absence of a definition of the concept of social security in the legislation regulating social security, which resulted in confusion in defining the categories and criteria for security, such as the category of the unemployed, in addition to the fact that the legislation is devoid of articles concerned with free vocational training for job seekers and new employees.

The committee concluded with 12 parliamentary recommendations adopted by the Federal National Council during its session held the day before yesterday, including four recommendations in the “legislation” axis, which included amending the legislation regulating social security according to economic and social variables, provided that it includes the following:

A: Defining the concept of social security in a precise and clear way.

B: Adding the category “who has no work” as a category entitled to social assistance.

A: Determining maternity benefits.

D: Introducing materials on free vocational training for job seekers, in addition to unemployment allowance, and the new employee.

The Council also recommended, in this axis, the creation of an article concerned with covering health care costs (for the contributor in the insurance system and his family for treatment in government and private hospitals), and the necessity of applying governance standards when studying cases benefiting from social security, according to their economic and social conditions and data, and not only case studies. According to its categorical classification, and the establishment of a Social Security Committee that includes representatives from the Ministry of Community Development and the membership of the relevant government agencies (such as housing and health), in addition to local bodies with similar jurisdiction to the Ministry, to ensure coordination and integration of efforts and management of social security services, through a single system that links health services Health insurance, material and food aid, and housing, for easy access to needy individuals and families, contribute to achieving the state's vision of sustainable development goals and the quality of life strategy.

In the "strategic policies and plans" axis, the Council recommended the adoption of operational activities to study the qualifications and needs of those who are able to work in the social security base, to find job opportunities compatible with their capabilities and skills, to give them priority in employment in coordination with the competent authorities, and to expand the launch of qualitative initiatives to improve the family's standard of living. Supporting their stability and enhancing their position, in addition to building strategic partnerships with the relevant authorities to develop and support productive families, to consolidate the concept of sustainable development in and raise their role to become a key partner in social and economic development, and to prepare programs concerned with community awareness to rationalize spending on the necessary needs, to ensure the financial stability of families. and socially.

Comprehensive care and well-being

The recommendations in the “electronic linkage” axis concluded with the necessity of completing the electronic link project with the concerned authorities, in order to complete the rapid automatic update of all groups eligible for social security.
