“By order of Governor Nikolai Lyubimov on February 20, from 15:00 until further notice, a high alert regime is introduced in the Ryazan region,” the message says.

Earlier, an emergency regime was introduced in the Voronezh region in connection with the arrival of refugees from the Donbass. 

On the morning of February 20, the first train with refugees from the self-proclaimed Donetsk and Lugansk People's Republics arrived in Voronezh.

Acting head of the Ministry of Emergency Situations of Russia Alexander Chupriyan said that 26 Russian regions are ready to accept refugees from Donbass.
