China News Service, February 18. According to the website of the Chinese Embassy in Germany, in view of the current epidemic of more contagious mutant strains such as Omikron, the risk of infection during international travel has risen sharply.

In order to further improve the prevention and control of the epidemic, the pre-boarding test requirements for vaccinated passengers departing from/via Germany on direct flights to China will be adjusted from February 21, 2022 (inclusive).

The transition period is from February 21 to March 6.

Special reminder: The new regulations will be implemented from February 21 (inclusive) on the pre-boarding of the new coronary pneumonia test for those who have been vaccinated to China.

The specific requirements for the new requirements and transition period are as follows:

 1. Who have been vaccinated?

  (1) The vaccines inoculated are products approved for emergency use or marketed by China, the World Health Organization or the European Union.

Common new crown vaccines are Sinopharm (2 doses required), Sinovac (2 doses required), CanSino (1 dose required), Pfizer (2 doses required), Moderna (2 doses required), A StraZeneca (2 doses required, the second dose can be mixed with mRNA vaccine), Johnson & Johnson (2 doses required), etc.

  (2) According to the provisions of (1), no less than 14 days between the date of completing all the vaccination procedures and the day of departure to China (for example, for a vaccine that requires two injections, and the second injection is completed on March 1, the Flights to China will be available as early as March 15).

Those who are less than 14 days old will not be issued a "health code" even if the double-check results are qualified (there is no time limit for the booster vaccination).

  (3) Persons who have not been fully vaccinated for 2 doses or 3 doses of vaccine, or who have completed 2 doses of inactivated vaccine on the same day are regarded as unvaccinated persons, and all testing regulations shall be implemented with reference to unvaccinated persons .

2. What tests should be done by vaccinated persons

  Starting from February 21, 2022, vaccinated persons should conduct a nucleic acid test at two different testing institutions in the same consular area within 2 days (48 hours) before their flight to China (a total of 2 nucleic acid tests, the following Abbreviated as "double nucleic acid"), there is no need for serum antibody IgM detection.

If your flight to China takes off on the evening of March 3, the earliest time for the first nucleic acid test should be March 1 (no need to be accurate to the hour).

 3. During the transition period from February 21 to March 6, vaccinated personnel can choose one of the following testing methods according to the actual situation:

  Two different testing institutions conduct "dual nucleic acid" (2 nucleic acid tests at different testing institutions 48 hours before boarding)

  "Double nucleic acid" conducted by one testing agency (two nucleic acid testing conducted by one testing agency within 48 hours before boarding, with an interval of at least 24 hours between the two testing)

  Nucleic acid + serum antibody IgM (1 nucleic acid and 1 serum antibody IgM test 48 hours before boarding)

  After the transition period ends, from March 7, 2022 (inclusive), the test items for vaccinated personnel are shown in II.

  Note: The above dates refer to the flight departure time.

4. What tests should be done for unvaccinated persons

  Persons who have not been vaccinated should undergo a nucleic acid test and a serum antibody IgM test (hereinafter referred to as "double test") in the same consular area within 2 days (48 hours) before the flight to China.

If your flight to China takes off on the evening of March 3rd, the earliest test time in the "dual test" should be March 1st at the earliest (it does not need to be accurate to the hour).

5. Specific requirements for relevant testing

  The embassy and consulate in Germany do not designate testing institutions, and those who go to China can conduct testing at regular testing sites in Germany, private doctors, hospitals and clinics, etc., but the testing methods and submitted testing reports should meet the following requirements:

  (1) Nucleic acid detection

  1. The nucleic acid detection method should be RT-PCR, and the sampling method should be nasopharyngeal swab (Nasenabstrich in German, Nasopharyngeal in English).

Oropharyngeal swabs (Rachenabstrich), saliva (Gurgeltest, Speicheltest) and other sampling methods are not accepted.

  2. The uploaded nucleic acid test report should include the name of the tested person, date of birth, certificate number, RT-PCR test method, sampling method, sampling date, test result, name of doctor or testing institution, contact information, signature or seal, etc. .

  3. When carrying out the "dual nucleic acid" test, the two nucleic acid tests should be carried out in the same consular area. If you encounter special difficulties, please contact the embassy or consulate in your consular area in advance in advance.

  (2) Detection of serum antibody IgM

  For serum antibody IgM detection, venous blood should be drawn, and the detection method should be chemiluminescence or enzyme-linked immunosorbent assay (ELISA).

Kolloidales Gold is no longer accepted.

IgM, venous blood and detection method must be clearly marked on the report.

 6. Specific requirements for pre-recovery and pre-boarding testing for previously infected persons

  Previously infected persons refer to those who have been diagnosed with new coronary pneumonia or who have not been diagnosed but have any test results of nucleic acid, serum antibody IgM and IgG antibody positive (except for the positive serum antibody IgM and IgG due to the new crown vaccine). To apply for a "health code", the following procedures must be followed:

  (1) Submit to the embassy or consulate for pre-review

  The pulmonary imaging diagnosis certificate (X-ray or CT, pregnant women and those who are not suitable for the above examinations, please contact the embassy and consulate in Germany in advance) and two nucleic acid tests must be submitted to the embassy and consulate in Germany in the consular area. Negative test certificate (sampling time interval of at least 24 hours), of which the time limit for two nucleic acid tests should be within 3 days before the submission of the pre-trial application.

The time of pulmonary imaging diagnosis should be as close as possible to one of the nucleic acid tests.

After completing the above diagnostics and tests, the

  · Pulmonary imaging diagnosis certificate

  · Two negative nucleic acid results

  · Passport Home

  · Valid German visa or residence certificate or household registration document

  According to the consular district, send it to the embassy and consulate in Germany for pre-examination (please write "*** confirm recovery pre-examination" in the subject of the email), and the pre-examination result will be notified by email (the relevant contact information of the embassy and consulate in Germany is attached) .

  (2) Isolation and health monitoring

  From the date of passing the pre-examination, conduct self-isolation and health status monitoring for 14 days, and fill in the "Self-Health Status Monitoring Form" (see Annex 1).

  (3) Inspection before boarding

  If there is no abnormality during the quarantine period, you can apply for a health code with the test results within 48 hours before boarding.

Those who have been vaccinated and previously infected should undergo "dual nucleic acid" testing, and those who have not been vaccinated must undergo "dual testing" (see items 2, 3, and 4 in this article for specific requirements).

At the same time, please upload the email screenshot of the pre-examination result of the embassy and consulate in Germany and the Self-Health Status Monitoring Form as application materials.

7. Specific requirements for pre-boarding inspection of Chinese-funded enterprise personnel and crew members

  (1) Personnel of Chinese-funded enterprises

  All personnel from Chinese-funded enterprises in Germany returning to China must conduct quarantine observation and closed-loop management 21 days before boarding the plane, fill in the daily information as required, and ensure no contact with the outside world (except for testing), and the enterprise shall issue the "Isolation Management Commitment" .

If there are suspected symptoms of new coronary pneumonia during the isolation period, the arrangement for returning to China should be terminated immediately.

  (2) Crew

  It is recommended that the shipping company arrange for the crew to disembark before the date of the return flight.

For the specific testing of the crew, the shipping company should contact the corresponding embassy and consulate in Germany at least 3 weeks in advance according to the consular area to which they belong. Failure to contact in time may affect the crew's return to China.

The embassies and consulates mainly involved in the crew are the Chinese embassy in Germany and the Chinese consulate general in Hamburg.

 8. Information on Transit

  (1) Those who travel to China from countries with direct flights to China must take direct flights.

The Chinese embassy or consulate in the country of origin does not issue a "health code" for its transfer from a third country.

The embassies and consulates in Germany also do not review and issue transit "health codes" for such persons.

  (2) Those who live in Germany and go to China must take direct flights to China. The embassies and consulates in Germany will not issue "health codes" for passengers departing from Germany to a third country and transiting to China.

  (3) Those who travel to China from countries that do not have access to China can use the "health code" issued by the Chinese embassy and consulate in the country and carry out "double nucleic acid" or "double nucleic acid" or "double nucleic acid" within 48 hours before the departure of the German flight to China. Please apply to the embassy and consulate in Germany to transfer the "Health Code" to the embassy and consulate in Germany. Please refer to the above for details on the testing requirements and transition period arrangements.

Remind passengers who are transiting in Frankfurt to confirm with the airline before arriving in Germany that they can carry out corresponding tests at Frankfurt Airport, otherwise, please do not transit in Germany.

  (4) The embassies and consulates in Germany will only issue "health codes" to passengers who transit through Germany and meet the regulations.

If the passenger has transited more than once before arriving in Germany, the embassy and consulate in Germany will not issue a transit "health code".

If the country of departure of the passenger does not meet the requirements for one-time transfer, please refer to the relevant notices of the Chinese embassy and consulate in the country of departure.

  (5) If the air route to a country with which China is open to navigation is cut off, and the country has no other direct flights to China, the requirements of Article (3) of this question shall apply.

During the period when all direct flights from Germany to China are interrupted or suspended, passengers departing from Germany can go to a third country for transit.

9. Specific requirements for pre-boarding inspections for infants under 6 years old

  In principle, all passengers going to China should be tested.

If the local testing agency does not allow testing of infants and young children under the age of 6, the accompanying parents must fill in a disclaimer (see Annex 4).

When parents or legal guardians of infants and young children apply for the health code, they can apply for the infant and young child at the same time (the passport page of the infant and young child, the disclaimer, the test report of the accompanying parent or the green "health code" must be uploaded).

 10. Those who have traveled to a third country within one month before taking the flight to China (only for departure passengers)

  Depending on the epidemic situation in the country you have stayed in, there may be additional testing and isolation requirements. For specific requirements, please consult the corresponding embassy or consulate in Germany one month before going to China according to the consular district where you are located.

 11. How to apply for a health code

  (1) Chinese citizens

  Chinese citizens, please apply for a green health code online through the WeChat Mini Program "International Version of Epidemic Prevention Health Code".

  Passengers originating from Germany should upload:

  ① Two test reports that meet the requirements;

  ②Vaccination certificate (paper certificate and European vaccine electronic certificate);

  ③ German residence card or visa or household registration declaration;

  ④Ticket itinerary

  ⑤Vaccination Statement

  ⑥Other materials

  · Those who have been infected in the past must upload a screenshot of the pre-screening email and the "Self Health Status Monitoring Form" from the embassy and consulate in Germany;

  · Personnel of Chinese-funded enterprises in Germany need to additionally submit the Commitment Letter of Isolation Management of Personnel of Chinese-funded Enterprises in Germany;

  · Crew members must upload the Crew Isolation Management Commitment

  (2) Foreign citizens

  For foreign citizens, please log in to the platform to apply for a green code online at the website (https://hrhk.cs.mfa.gov.cn/H5/).

  For German passengers originating from Germany, please provide:

  ① Two test reports that meet the requirements;

  ②Vaccination certificate (paper certificate and European vaccine electronic certificate);

  ③ Passport information page;

  ④ Air ticket itinerary;

  ⑤ Vaccination declaration;

  ⑥ Valid visa or residence permit for China;

  ⑦ Non-German passengers must provide a German residence card or household registration record;

  ⑧ Other materials

  Those who have been infected in the past must upload a screenshot of the pre-examination email from the embassy and consulate in Germany and the "Self Health Status Monitoring Form".
