The upper house of the US Congress unanimously adopted a resolution in support of Ukraine.

The text of the document was published on its website by one of the authors of the resolution, Democratic Senator Jinn Shaheen, who chairs the Senate Subcommittee on Europe and Cooperation on Regional Security.

"The Senate reaffirms the unwavering commitment of the United States to support the ongoing efforts of the government of Ukraine to restore its territorial integrity through the provision of political, diplomatic and military assistance, including additional lethal and non-lethal security assistance to strengthen Ukraine's defensive capabilities," reads resolution.

In addition, the document emphasizes that “in the event of any further invasion or other malicious activity by Russia aimed at undermining the sovereignty of Ukraine, the US government should use all tools available to it to create significant costs for the Russian Federation in order to restore peace in Europe” .

"Anti-war" amendments

According to Jeanne Shaheen, the adoption of the resolution testifies to the strong support of Ukraine by both major US political forces.

“(Vladimir. -

) Putin will make a serious mistake and feel the full power of the US Congress if he decides to go for a further invasion of Ukraine,” the senator said.

At the same time, as Politico notes, the resolution was adopted with amendments.

So, at the insistence of Republican Senator Rand Paul, an addition was included in the text, which clarifies that the document does not contain provisions that could be interpreted as a declaration of war or permission for the US executive to send armed forces to Ukraine.

Otherwise, writes Politico, Paul said he would block the adoption of the resolution.

“We believe that the following should be said there: “nothing in this resolution should be regarded as permission to go to war” and “nothing in this resolution should be regarded as permission to send troops into the territory of Ukraine,” the publication quotes the senator.

Paul has repeatedly criticized US intervention in the situation around Ukraine.

“From our point of view, the solution of the problem of Ukraine should not and cannot be our business.

It is not for us to defend them in the fight against their longtime adversary, Russia.

This has nothing to do with US national security interests,” the Republican emphasized in an article for The Courier Journal.

In addition, the US senator doubted that the admission of Ukraine to NATO would contribute to enhancing security and establishing peace.

This step, from his point of view, on the contrary, will put the US and its allies in a stalemate and lead to war and disaster.

It is worth noting that the resolutions of both chambers of the United States Congress have no legal force and are advisory in nature.

Thus, American legislators express their position on a particular issue.

In turn, the White House is not obliged to react in any way to the adoption of such documents.

Convenient theme

Recall that over the past few months, Western media have been actively disseminating information about the "invasion" of Ukraine, which Russia is allegedly planning.

Based on data from anonymous government sources and intelligence services, Western media published maps of the directions of supposedly possible strikes by the Russian Armed Forces, and also named various dates for the start of the “invasion”.

Thus, Bloomberg, citing unnamed officials, previously reported that Russia “may attack Ukraine” on February 15.

At the same time, the British newspapers The Sun and The Mirror announced that the "invasion" would begin on the night of February 16th.

Russia, for its part, has repeatedly stated that it has no such plans, and called on the Western media and politicians to stop escalating the situation.

Recall that back in November 2021, the head of the Russian Foreign Intelligence Service, Sergei Naryshkin, said that the main beneficiary of the information campaign about the “invasion” of the Russian Federation into Ukraine is the US State Department.

“All this around this topic is a malicious propaganda action by the US State Department.

The State Department is pumping these fakes, these lies, and their allies, and the leaders of the media and political science centers of the United States, so that they multiply these lies, multiply and multiply.

And they inflated a rather large bubble around this, ”Naryshkin explained then.

In turn, some representatives of the American establishment and the media believe that the administration of President Joe Biden is inflating the situation around Ukraine in order to divert public attention from a number of failures and the deplorable state of affairs within the country.

In particular, this was stated by the popular host of the Fox News channel Tucker Carlson.

“The topic of Russia is very convenient for Joe Biden.

He likes to talk about it much more than, say, about inflation, crime, mortality from fentanyl, or about how half the population of Haiti seems to be moving to Florida on leaking boats, ”said Carlson.

Vladimir Batyuk, chief researcher at the Institute for the USA and Canada, agrees with this assessment of the White House policy.

“Given the not very good economic situation and the upcoming midterm congressional elections, this is quite understandable logic,” the political scientist said in a conversation with RT.

According to him, the vast majority of Americans are rather "indifferent to what is connected with Ukraine and its future."

“But the growth of inflation and domestic economic problems are something that the electorate is much more interested in,” Batyuk explained.

In turn, political scientist Malek Dudakov believes that the Biden administration expects to present the US president as a kind of "savior of Europe" from the allegedly impending Russian aggression.

“Biden's traditional address to Congress is scheduled for March 1.

I think that a significant part of it will be devoted to how the president saves Europe from the planned aggression.

However, I do not think that this will significantly support his falling rating.

For an ordinary American, the issue of rising prices in stores and gas stations is much more important than the problems of a very distant country like Ukraine, ”says Dudakov.

Rating Methods

The head of the Bureau of Military-Political Analysis, Alexander Mikhailov, also believes that the White House uses the Ukrainian theme, including for domestic political purposes, and above all, to improve the ratings of the incumbent president.

“This is the lowest rating in the last 50 years since Nixon.

Therefore, there is nothing left but to artificially increase your rating with the help of geopolitical propaganda.

It is worth noting that French leader Emmanuel Macron is acting in a similar way in Europe, who is trying to present the situation in such a way as if he is engaged in resolving a protracted conflict, ”the analyst explained in an interview with RT.

All this, in his opinion, testifies to the weakness of the current administration of the United States.

“When you think about it, Biden doesn’t even have his own administration.

His entire team is, in fact, people imposed by Obama.

The Americans do not like this, especially after the fiasco in Afghanistan.

Now the White House is predicting every day a Russian "invasion" of Ukraine, which is still not happening.

It's more like a long-running show.

But Washington, apparently, has no other methods left, ”the analyst says.

Commenting on the Senate resolution in support of Ukraine, Mikhailov draws attention to the fact that under a “weak president” in the United States, the upper house of parliament begins to actively influence foreign policy, including promoting the interests of various lobbying groups.

“When a frankly weak administration is in power, in such democracies as the United States, the parliament is objectively strengthened.

Therefore, now a group of the most influential senators, in fact, determines US foreign policy in parallel with Biden's entourage, ”the expert stated.

In this context, he recalled that both houses of the US Congress have already approved the allocation of military assistance to Ukraine within the military budget for 2022.

“We should not forget that senators are primarily lobbyists for the military-industrial complex.

Each aid package is carried out through the defense budget, weapons samples that the United States does not need are shipped to Ukraine, and members of the Senate receive appropriate bonuses from weapons manufacturers, ”concluded the political scientist.
