The "Measures" require every primary and secondary school to have at least one vice-principal for the rule of law.

  At the relevant press conference held on the 17th, Xu Mei, director of the Information Office of the Ministry of Education and spokesperson of the Ministry of Education of China, introduced that since the beginning of this century, the vice-principal of the rule of law, as a system with distinctive Chinese characteristics, has been used to strengthen the work of law-based governance in primary and secondary schools. , especially in the protection of juveniles and the prevention of juvenile delinquency work has played a very important role.

In order to further improve the system of vice-principals under the rule of law, the Ministry of Education, in consultation with the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, and the Ministry of Justice, under the guidance of the Central Political and Legal Committee and the strong support of relevant departments, formulated and issued the "Measures". It was officially promulgated at the end of last year.

  The "Measures" clarified the requirements of the vice-principal of the rule of law in terms of politics, business, physical and mental health, educational ability, etc.

In order to expand the scope of selection, the "Measures" also include qualified retirees under the age of 65 in the scope of employment, and hope that more enthusiastic legal workers will contribute.

  In terms of the employment mechanism, the "Measures" stipulate that the education department shall formulate an employment plan in conjunction with the relevant competent departments, establish a database of vice-principals under the rule of law, and organize school selection and employment.

  The "Measures" require every primary and secondary school to have at least one vice-principal of the rule of law, and give priority to the provision of a vice-principal of the rule of law for schools in remote areas, rural areas and weak urban schools.

At the same time, the "Measures" make targeted provisions on tenure and renewal, to solve problems such as imbalanced staffing, untimely appointments, and frequent turnover.

  Wang Daquan, deputy director of the Department of Policies and Regulations of the Ministry of Education of China, pointed out on the same day that in the prevention and control of school bullying, which has attracted much attention, the vice-principal of the rule of law in primary and secondary schools can play a very important role in many aspects.

  He pointed out that in addition to legal education and supervision and guidance, the vice-principal of the rule of law can detect and stop school bullying in a timely manner, discover the hidden dangers of school bullying, and prevent it from happening.

In addition, the vice-principal of the rule of law can participate in special institutions such as the school bullying identification committee according to regulations, and give full play to the professionalism and authority of their rule of law work, so as to better identify what is school bullying.
