  The "Action Plan" proposes that, in accordance with the basic principles of adapting measures to local conditions, implementing policies in different regions, making overall plans for land and sea, comprehensive management, systematic protection and synergy, implementing responsibilities and joint efforts to tackle tough problems, we will deeply fight the tough battle of comprehensive management of key sea areas and realize the "14th Five-Year Plan". During the period, the ecological environment of the three major sea areas has been continuously improved, the comprehensive management capacity of the land and sea has been significantly enhanced, and the people's sense of gain and happiness in the sea and the sea has been continuously improved.

  The "Action Plan" proposes that by 2025, the proportion of the three major sea areas with good water quality (Class I and Class II) will increase by about 2 percentage points compared with 2020, the investigation and remediation of sewage outfalls into the sea will be steadily advanced, and the cross-sections of major rivers entering the sea will basically be eliminated.   The Action Plan deploys four major tasks, including 8 special actions and 2 important measures.

First, in terms of land and sea pollution prevention and control, based on the ecological environment endowment and development orientation of the three key sea areas, we will carry out the investigation and regulation of sewage outfalls into the sea, the improvement of water quality of rivers flowing into the sea, the pollution control of coastal cities, the pollution control of coastal agriculture and rural areas, the improvement of marine aquaculture environment, and the improvement of ships.
