Deputy Permanent Representative of China to the United Nations: Security Council should adjust sanctions against Sudan in a timely manner

  Xinhua News Agency, United Nations, Feb. 15 (Xinhua) -- Dai Bing, China's deputy permanent representative to the United Nations, made an explanatory speech when the Security Council voted on the draft resolution on Sudan sanctions on the 15th, emphasizing that the Security Council should adjust sanctions in a timely manner according to changes in the situation.

  Dai Bing said that Sudan's Darfur region is at a critical stage of transition from peacekeeping to peacebuilding. The security situation is generally stable but still fragile, and incidents such as tribal conflicts and violent looting occur from time to time.

After the withdrawal of the United Nations and the African Union Mission in Darfur, Sudan, the Sudanese authorities have the primary responsibility for maintaining stability and protecting civilians.

It is urgent to strengthen the security capacity-building of the Sudanese authorities.

The arms embargo has a negative impact on Sudan's security capacity building, and the Security Council should adjust sanctions in a timely manner according to changes in the situation.

The just-passed Resolution 2620 requires a deadline to formulate benchmarks for adjusting sanctions against Sudan. China agrees with this and voted in favor of the draft resolution.

  Dai Bing pointed out that Security Council Resolution 2562, passed last year, requires the establishment of benchmarks for adjusting sanctions against Sudan by September 15, 2021.

Regrettably, the content of the above-mentioned resolution has not been implemented.

The resolution just passed resets the time frame for setting a clear, clear and realistic benchmark to 31 August this year.

China looks forward to working with members of the Security Council to implement the above requirements.
