High-priced stars make bad movies?

"National Standard" sets new rules for actor compensation

A few days ago, the State Administration of Radio and Television issued the "14th Five-Year Plan for the Development of Chinese TV Dramas" (hereinafter referred to as the "Plan").

The "Planning" emphasizes that the total remuneration of all actors in each TV series shall not exceed 40% of the total production cost, and the remuneration of the main actors shall not exceed 70% of the total production cost of the actors.

("Half Moon Talk", February 12)

The production cost of a TV series is limited, but in some major IP dramas that rely heavily on traffic idols, the proportion of star remuneration in the production cost even reaches 75%, which has developed into a deformed state of "people are greater than drama".

In addition to paying stars, the money to create, shoot, produce, promote, and pay other actors has been pitiful.

Therefore, the shooting cycle of some TV dramas has been severely shortened, and the post-production has used a lot of cheap special effects, so that the works that could have been shot well have become shoddy works.

In this case, after the broadcast of some so-called IP dramas, in addition to the cheers of the fans of the stars, other audiences are full of scolding, and the ratings on some professional platforms are also quite low.

Moreover, many actors with sky-high remuneration often have the problem of "acting skills are not commensurate with the remuneration". Not only are their acting skills poor, but some do not need to recite their lines during filming. Actors present their lines.

The existence of problems such as sky-high remuneration, "acting skills are not commensurate with the remuneration" and "people are greater than the drama" not only lead to a large number of bad films, but also make some young actors slack in studying and improving their acting skills, which is even more unfair to other conscientious ordinary actors. , in the long run, it will inevitably lead to impetuous industry ethos, and will also lower the overall development level of the film and television industry.

In fact, regarding these issues, management departments and some industry entities have also made relevant statements and measures.

Around 2018, the State Administration of Radio, Film and Television issued the first version of the "Wage Limit Order" to strictly control the remuneration; 1 million RMB, and its total remuneration (including tax) shall not exceed 50 million RMB.”

Today, the "14th Five-Year Plan for the Development of Chinese TV Dramas" can be regarded as the top-level design of China's TV drama industry. In such a high-standard "Planning", the standard of actors' remuneration is specifically stipulated, which shows the determination of the management department to rectify the problem of sky-high remuneration. .

The setting of specific standards for remuneration is also more reasonable, which not only reflects the labor results of the main actors, but also does not allow excessive remuneration to squeeze the overall production cost of the TV series, ensuring that "good steel is used on the cutting edge".

The establishment of a "national standard" for actors' remuneration can not only increase the confidence of producers and star actors in negotiating salary issues, but also make some actors feel apprehensive when they ask for prices in the sky, and can act as a weather vane for the remuneration level of the entire industry.

Of course, whether the remuneration "national standard" can be implemented and produce long-term effects, we still need to do a good job of supporting work.

On the one hand, even if there is a "national standard" ahead, there may still be film and television companies and star actors who take a wait-and-see attitude or take a fluke, evade supervision through "yin-yang contracts", tax evasion, etc.

On the other hand, the "high-priced salary" is a chronic disease that cannot be cured for a long time. It may be difficult to achieve the effect of curing the disease in a short period of time only by document requirements.

This requires that more stringent supporting measures be provided for the implementation of the "national standard" of remuneration. In this regard, the "Planning" mentions that it is necessary to "improve the pre-event, in-process and post-event whole-chain and whole-process supervision mechanism", and how to ensure that this supervision mechanism is sound and functioning. , effective has become the key to the implementation of the "national standard".
