When COP1 was held in Berlin in 1995, the message from the Indian government was very clear: It is the rich countries in the West that will be responsible for the change.

India felt that it needed to increase its emissions in order to lift its population out of poverty, just as the countries of the West did during the Industrial Revolution.

Since then, India's stance has changed.

As the country became richer, the pressure increased to take greater responsibility for its emissions.

In 2010, the country agreed on binding emissions targets and at last year's climate meeting, Prime Minister Narendra Modi promised that India will be climate neutral by 2070. A target that has been criticized for not being ambitious enough.
