It is noted that the second version of the appeal also calls for the head of state to recognize the independence of the DPR and LPR, but after consultations with the Foreign Ministry for compliance with international agreements, including the Minsk agreements.

State Duma Speaker Vyacheslav Volodin said that the Council of the State Duma on February 14 will discuss whether to consider at a meeting of the chamber a draft appeal to Russian President Vladimir Putin on recognition of the self-proclaimed Donetsk and Luhansk People's Republics or send the document to the Foreign Ministry for feedback.

Earlier, the deputies of the Communist Party of the Russian Federation submitted a draft resolution to the State Duma, in which it is proposed to officially appeal to the President of Russia with a request to recognize the independence of the LPR and the DPR.
