Until February 21, a bill will be submitted to the State Duma that regulates liability in the event of an attack by stray dogs on people.

“We propose to increase the responsibility for violating the law in the field of treatment of animals for officials and citizens.

Changes are made to the Code of Administrative Offenses.

For officials, fines will be up to 200 thousand rubles.

We are talking about cases where there is no criminal corpus delicti, if the attack of stray dogs did not lead to victims.

If there are victims, then this is already a criminal liability,” Burmatov said.

A similar fine (up to 200,000 rubles) is also proposed for dog owners who admit that their pets have bitten citizens: “I emphasize that this fine applies for causing minor harm.

If they caused serious bodily harm or death, then this is a criminal article.”

Burmatov also considers it right if the constituent entities of the Russian Federation receive additional powers in the field of regulating the number of stray animals.

For example, we are talking about granting the right to regions to establish a ban and introduce fines for self-walking animals.

“It is also proposed to give the regions the opportunity to keep animals in shelters for life.

If necessary, do not release them into their natural habitat, ensuring survival in a shelter, placing them in good hands, taking care of them,” Burmatov emphasized.

In addition, restrictions should be introduced on the places where captured dogs can be released: “It happens that they catch dogs, take them and release them on the territory of a kindergarten or school.

We need to stop this for sure."

According to him, the legislative initiative will go to the lower house of parliament for consideration this week.

Since the beginning of the year, several cases of attacks by stray dogs on people have been recorded in Russia.

The episode that took place in the village of Domna in the Chitinsky district of the Trans-Baikal Territory caused the greatest resonance, as a result of which a seven-year-old girl died.

After that, the chairman of the Investigative Committee of Russia, Alexander Bastrykin, instructed the employees of the central office of the department to analyze cases of death due to attacks by stray dogs and prepare proposals for changing the current legislation, which will improve the safety of the population and prevent such incidents in the future.

“The proposals should take into account both effective and practicable mechanisms for preventing such tragedies, as well as a system for monitoring the performance of duties by officials in the regions in this area, with the definition of liability limits, including criminal liability, for officials who perform the functions of handling animals," the message said.

The Investigative Committee noted with regret that the problem of attacks by stray animals on people does not receive due attention, and in a number of subjects it is ignored by officials: “Obviously, to prevent such cases, tightening of legislation is required both at the federal and regional levels.”

The profile committees of the State Duma were also instructed to prepare proposals for changing legislation in connection with the attacks of stray dogs.

“No one removed the responsibility for protecting the health of citizens, ensuring the safety of citizens.

The police should be involved, the heads of municipalities should be involved, the mayors of cities," said Chairman of the State Duma Vyacheslav Volodin.

Later it became known that in just two days the profile working group received about 30 thousand appeals on this issue.

Among other proposals is the issuance of ultrasonic repellers to law enforcement officers and housing and communal services workers to protect against stray dogs.

On February 9, a draft law on public-private partnership in the construction of shelters for stray animals was submitted to the State Duma.

As Vladimir Burmatov pointed out, the initiative has already received positive feedback from the government.

The document can be adopted in three readings during the spring session.
