The Civil Guard deploys this weekend a total of 500 troops in the Community of Madrid in the face of the escalation of youth violence that occurred last Saturday and Sunday in the region.
The agents will be
equipped with riot gear and metal detectors
to detect bladed weapons and machetes.
The Armed Institute will activate a series of specific security devices in the large municipalities in view of the possibility of acts of retaliation or revenge between gangs after the two crimes and other attacks committed by the Dominican Don't Play.
At the same time, the National Police is implementing a similar plan in the capital with 541 troops.
The operation of the Civil Guard against the gangs is called
High Impact
and includes preventive citizen security services according to a specific Plan for the Intensification of the surveillance of youth leisure areas, aimed at guaranteeing order and security, avoiding any type of illicit and detect and intervene in all types of weapons that can be used as such.
In the aforementioned operation, actions will be carried out in the Community of Madrid, and neighboring areas such as the surveillance of roads, spaces, parks, public establishments, and nightlife venues.
In addition, there will be work to prevent criminal acts and surveillance and control devices for public transport (Metro, Light Rail, Cercanías and buses).
Communication with employees will also be intensified with all those who carry out work in the vicinity of the leisure areas.
The 500 troops will be mobilized especially in nine locations: Arganda del Rey, Las Rozas, Humanes, Torrelodones, Valdemoro, Galapagar, Ciempozuelos, Paracuellos de Jarama and Collado Villalba, where the Civil Guard has no record of the presence of gangs but there are gang movements, as they are municipalities with a great connection and accessibility to the capital.
The Benemérita has 175 gang members in the Madrid territory they control, while in the National Police there are 400, the Government delegate in Madrid, Mercedes González, has indicated today after the Local Security Board in Las Rozas.
For this reason, and in a more preventive than reactive device and, therefore, different from the one that is underway in the capital and in Parla against the gangs, the Civil Guard will intensify its action and presence in areas of agglomeration of young people "because if acts and presses against the gangs in the capital, they will move to the closest municipalities".
Early warning actions
Without prejudice to the intensification actions focused on the Community of Madrid in the coming days, the Civil Guard has established a series of actions of a preventive nature, in the medium and long term, on the youth environment of educational centers to detect early to this type of groups, for which all the information received related to these groups is permanently analyzed and continuous monitoring of social networks is carried out.
In addition, within the framework of the Master Plan for the Coexistence and Improvement of Safety in Educational Centers and their Environments, close contacts are maintained with directors and workers of educational centers.
These are prevention measures aimed at preventing both young people from joining these types of groups and their committing crimes.
In this sense, within the aforementioned Master Plan, conferences are given to minors in educational centers aimed at preventing them from the risks of joining gangs, violent groups.
In addition, training talks have been given regarding this threat and others in which minors may be involved, to the directors of the 21 centers that welcome and protect the Community of Madrid located in the demarcation of the Madrid Command.
The Civil Guard also carries out checks and inspections of retail establishments dedicated to the sale, repurchase and repair of weapons, bladed weapons and objects potentially dangerous to the life and physical integrity of people.
Operations
The Civil Guard has carried out a total of 13 operations since 2012 against violent youth gangs, within which 152 people have been arrested/investigated.
Of these, 9 operations have been carried out between 2019 and January 2022, and 72 people have been arrested/investigated in them.
In addition, numerous detonating firearms and simulated weapons, 63 large bladed weapons, prohibited weapons, drugs (cocaine, hashish and marijuana), cash and counterfeit currency have also been seized.
Likewise, through the intensification of preventive devices at access to nightlife areas for the detection, rejection or seizure of weapons, bladed weapons, prohibited weapons and objects potentially dangerous to the life and physical integrity of people, The Civil Guard intervened in the Community of Madrid in 2021 a total of 703 knives, 276% more than in 2020 and 253% more than in 2019.
The Benemérita recalls that for more than 20 years it has been constantly monitoring the implantation and actions of the different criminal groups that, "in an organized manner, usually use numerical superiority to commit the acts, as well as some type of weapon or blunt objects" .
For more than 20 years, the Civil Guard has maintained constant vigilance over the implantation and actions of the different criminal organizations.
To provide a response aimed at preventing possible intimidating acts, fights or disorders on the roads, public spaces or establishments, and nightlife venues, they are being carried out in the different Commands, and specifically in the Community of Madrid, actions to address the violence unleashed by groups that, in an organized manner, usually use numerical superiority to commit the acts, as well as some type of weapon or blunt object.
Actions oriented on the ground in the short term
To offer a coordinated response, the Civil Guard has established a High Impact Operation to reinforce preventive citizen security services according to a "Specific Plan for the Intensification of surveillance of youth leisure areas", aimed at guaranteeing the order and security, prevent any type of criminal offense and detect and intervene in all types of weapons that can be used as such.
In the aforementioned High Impact Operation, actions will be carried out in the Community of Madrid, and neighboring areas such as preventive surveillance of the affected areas (roads, spaces, parks, public establishments, and nightlife venues), establishment of , development of investigative work for the prevention of criminal acts and Surveillance and Control devices for public transport (metro, light rail, commuter trains-Renfe and buses).
Communication with employees will also be intensified with all those who carry out work in the vicinity of the leisure areas.
The forecast of the Civil Guard troops that will be deployed in different services during this coming weekend (between February 11 and 13, 2022), will amount to 834 troops.
The agents of the Corps that will integrate the patrols in service to be deployed in this High Impact Operation, will be equipped with anti-riot material and metal detectors.
