It is noted that Afghan assets held in US bank accounts will be sent to a single special trust fund at the Federal Reserve Bank of New York.

It is planned that 50% of these funds will be used in the future to meet the humanitarian needs of the Afghans after the relevant court decision.

The remaining $3.5 billion will remain in the United States and will be used to compensate the families of victims of terrorist attacks, including those of September 11, 2001.

Earlier, the special envoy of the Russian president for Afghanistan, director of the Second Asian Department of the Foreign Ministry, Zamir Kabulov, said that negotiations on unfreezing Afghanistan's assets abroad are going on with difficulty.

Russian Permanent Representative to the UN Security Council Vasily Nebenzya said that the problems in Afghanistan cannot be solved without unfreezing Afghan funds in accounts in international structures.
