- Libya is going through a new phase after the two committees of the House of Representatives and the state agreed on a road map that leads to changing the government and agreeing on the constitutional path, by forming a constitutional committee to consider the draft constitution and submit it to a referendum.

Based on this consensus, the House of Representatives voted unanimously - today, Thursday - to choose Fathi Pashaga as head of the new government instead of the government of Abdel Hamid Dabaiba after marathon sessions, while the State Council sent the signatures of 52 members recommending Pashaga to succeed Dabaiba and to keep the 3-member Presidential Council. They are Muhammad Al-Munfi, Musa Al-Koni and Abdullah Al-Lafi in the executive branch.

And the House of Representatives announced in its session - today, Thursday, the issuance of the 12th constitutional amendment to amend paragraph 12 of Article 30 of the Constitutional Declaration, and the formation of a committee of 24 members of experts and specialists equally among the three regions, to be chosen equally between the House of Representatives and the state, with the obligation to take into account cultural diversity.

On the other hand, Ahmed Al-Mismari, a spokesman for the forces of retired Major General Khalifa Haftar, announced his support for the selection of the House of Representatives, Fathi Pashagha, as head of the new government that leads the country.

At a time when the Prime Minister of the National Unity Government, Abdel Hamid Dabaiba, refuses to hand over power, accusing - in his latest statements - the "Brotherhood and the military" of plotting against his government to remove him from the political scene after the presidential and parliamentary elections faltered last December.

In a previous development, sources confirmed to Al-Jazeera in the Libyan capital, Tripoli, that the Prime Minister of the National Unity Government, Abdel Hamid Dabaiba, was shot at dawn today, Thursday, while returning to his home in one of the capital's neighborhoods, without causing any human damage.

A number of members of the House of Representatives and the state oppose changing the Dabaiba government, calling for elections on a constitutional basis contrary to the road map approved by Parliament, fearing the impact of political change on the Libyan scene.

According to a member of the House of Representatives, Muhammad al-Abani, this is the second government appointed by the House of Representatives since 2014, thus bringing the curtain down on the elections on the basis of the road map emanating from the understandings of Tunisia and Geneva and the survival of the Presidential Council.

Al-Abani added - to Al-Jazeera Net - that the House of Representatives sought to come up with a new government and maintain the Presidential Council and make it a material entity that is a partner in choosing the government, thus ceding its being the supreme authority in the country, in accordance with the provisions of the Constitutional Declaration issued in 2011.

Al-Abani stated that the convergence of views between the House of Representatives and other entities is working to create an enabling environment that enables the High National Elections Commission to hold presidential and parliamentary elections in an atmosphere of calm and harmony.

Al-Abani believes that the House of Representatives' step in approving the road map is closer to complacency by compromising its authority to satisfy the Islamic trend, stressing that this step means moving away from the date of the elections and entering a new transitional phase.

Al-Abani considered that creating tension and putting up obstacles will negatively affect the chance of holding the elections, and may make it impossible to hold them.

For his part, State Councilor Ahmed Naqi said that the committees of the House of Representatives and the State had reached important consensus on the final formula for amending the constitutional declaration.

Naqi added - to Al Jazeera Net - that the Supreme Council of State will hold a session next Saturday to vote on the road map after referring the final version agreed upon between the House of Representatives and the state.

Naqi welcomed the agreement between the two parliaments to end the blockage in the political track and agree on a clear road map within the periods specified in the amendments to the constitutional declaration to hold elections no later than next year.

Naqi added that the candidate to head the new government, Fathi Bashagha, received recommendations from members of the two councils to form a new government within the next week, and this is the real consensus between the two councils, pointing out that Prime Minister Abdel Hamid Dabaiba is facing international and regional pressures to withdraw from power.

In turn, political analyst Al-Senussi Ismail described the agreement of the House of Representatives and the state as historic, which can be built upon in Libya's political stability, after the regional rapprochement between the countries allied with the Libyan parties.

And he added, "What distinguishes this agreement between the two councils is that it agreed with Libyan hands and without external interference, which the Libyan parties have been seeking for a long time, in order for the decision to be Libya par excellence."

And Ismail - in his statement to Al Jazeera Net - stated that all parties, including the opposition to the road map, must be involved in supporting the Bashagha government, in order to stabilize the political and security situation, and to benefit from the convergence of the active forces on the ground militarily in Libya.

Ismail indicated that the new government could play an important role in reconciliation by bringing the views of the conflicting parties closer and organizing conferences and meetings for national reconciliation.
