"3DS" will be implemented.
This is not Nintendo but a decentralization bill.
And this Wednesday, after a final vote in the Senate with a majority on the right, Parliament definitively adopted this text which intends to put “oil in the wheels” of the institutional landscape.
Criticized as a "catch-all" text or lacking ambition for the oppositions who demand a new stage of decentralization, the bill was nevertheless adopted by a large majority of senators by 301 votes for, 32 against and 10 abstentions. .
Going from around 80 articles to nearly 280, the final "3DS" bill was first validated on Tuesday by the National Assembly with 154 votes in favor and 18 against, mainly from the left.
A “tool box”
Very technical, most of these provisions will not speak to the general public but it is a question of giving new powers to communities, new places and responsibilities for elected officials, and simplifying certain administrative procedures.
The bill also marks a redefinition of the State in the territories around the figures of the prefect and the sub-prefect.
Social housing, competences between municipalities and intermunicipalities, water and sanitation, environment, wind turbines, RSA, roads, institutional site of the Marseille metropolis: the majority sees it as a "toolbox" with a concrete and immediate impact on the ground, but not an institutional “big bang”.
