He made four points:

"Islamic State" is still active in Iraq, Syria, Libya and other regions, and its spread is accelerating in many parts of Africa.

In Afghanistan, the withdrawal of foreign troops has created a security vacuum, providing an opportunity for terrorist forces to take advantage of the chaos.

We expect the Taliban to implement relevant anti-terrorism commitments and prevent Afghanistan from becoming a focal point for terrorism again.

China supports the international community to continue to coordinate actions to combat all forms of terrorism.

Any slack on the issue of counter-terrorism, any appeasement and connivance of terrorism, and any act of politicizing counter-terrorism and using terrorist forces to seek geopolitical interests are all betrayals of the victims of terrorism and will have serious consequences.

  Second, make every effort to prevent the "Islamic State" from collusion with other terrorist organizations.

The Secretary-General's report pointed out that the "Islamic State" continued to recruit personnel from the "Eastern Iraqi Movement/Turkistan Islamic Party", and China is deeply concerned about this.

The "East Iraqi Movement" is a terrorist organization identified by the 1267 Committee of the Security Council.

In recent years, the organization has developed in Central Asia, South Asia, the Middle East and other regions.

A report released by the monitoring group of the Security Council's 1267 Committee earlier this month pointed out that there are 1,000 to 3,000 "East Iraqi Movement/Turkistan Islamic Party" fighters in Syria who not only carry out attacks there, but also recruit, train and send terrorists to Central Asian countries. and terrorist attacks in China.

"East Iraqi Movement" fighters in Afghanistan even clamored to "return to Xinjiang to carry out jihad".

We ask the Security Council and the international community to pay close attention to the continuing active and growing terrorist threat of the "Eastern Turkistan Islamic Party", cut off its links with the "Islamic State" and eradicate its breeding ground.

  Third, counter-terrorism operations must abide by international law and adhere to the bottom line of protecting civilians.

The lesson of the 20th anniversary of the "9.11" incident is that we cannot rely solely on military means to counter terrorism. The abuse of force will not help eradicate the terrorist threat, but may weaken the legitimacy and effectiveness of counter-terrorism actions, creating a "more counter-terrorism" approach. predicament.

In fact, military intervention in the name of counter-terrorism is a blatant violation of national sovereignty and territorial integrity, which will cause huge disasters and civilian casualties, and provide a breeding ground for terrorists to grow and develop.

We call on relevant countries to prudently use military means in counter-terrorism operations and to give priority to the protection of civilians.

  Fourth, it is necessary to vigorously help African countries to strengthen their counter-terrorism capacity building.

Terrorism and violent extremism are expanding in Africa, posing a serious challenge to regional national security.

China has always been committed to providing support for the capacity building of African countries at the forefront of counter-terrorism, which is a key funding area of ​​the China-United Nations Peace and Development Fund.

China has funded the UN Office of Counter-Terrorism and the Counter-Terrorism Executive Directorate of the Security Council to implement a number of projects, providing counter-terrorism training for relevant African countries, providing counter-terrorism teaching materials and special counter-terrorism equipment, and holding cross-border counter-terrorism cooperation seminars.

We are willing to continue to support African countries' efforts to seek peace and security through practical actions.
