“The police in Naberezhnye Chelny, based on the results of the inspection, decided to initiate an administrative offense case against Morgenstern and to conduct an administrative investigation into the propaganda and illegal advertising of narcotic drugs, psychotropic substances or their precursors, plants containing narcotic drugs, or new potentially dangerous psychoactive substances," the source said.
Morgenstern pleaded not guilty to the crime.
In September, the speaker of the Security Service of Ukraine, Artem Dekhtyarenko, announced a ban on Morgenstern's tours on the territory of Ukraine.
The Ministry of Culture and Information Policy of Ukraine previously included Morgenstern in the list of persons who pose a threat to the national security of the state, he was banned from entering the country.
