“Dismiss Balan Nikolai Ivanovich from the post of commander of the National Guard of Ukraine,” the decree says on the website of the President of Ukraine.

By another decree, Zelensky appointed Yuriy Lebed as acting commander.

“To appoint Lieutenant General Yury Anatolyevich Lebed as Acting Commander of the National Guard of Ukraine,” the document says.

Earlier, Balan said that he had submitted a letter of resignation due to the execution by the National Guard of five people in the Dnieper.

On the night of January 27, at the Southern Machine-Building Plant in the Dnieper, a soldier of the National Guard shot a guard from a machine gun, five people were killed, five more were injured.

Among the dead is a civilian, a woman born in 1986.

After the incident, a case of negligence was initiated against the leadership of the National Guard and a criminal case was initiated into the shooting.
