China News Agency, Moscow, January 27 (Zhang Mengtian Bing) In response to the written replies of the United States and NATO to Russia's security recommendations, Medvedev, vice chairman of the Russian Federation Security Council, said on the 27th that if the United States refuses to provide Russia with clear security security will complicate the overall situation.

Russian Foreign Minister Sergei Lavrov said on the same day that the U.S. response did not respond positively to Russia’s main concerns, and Russia would decide on further measures after research and judgment.

  Medvedev said in an interview with Russian media on the same day that every possible effort should be made to avoid any war, especially between Russia and NATO.

He said security talks were the only way to resolve the current situation.

  Medvedev pointed out that NATO has not fulfilled its previous promise not to expand eastward.

The security documents that Russia has submitted to the United States and NATO are very specific and clear.

He said that Russia is opposed not only to the deployment of NATO troops in Ukraine, but also to the deployment of Western weapons and equipment.

  Medvedev stressed that the security guarantees under discussion are aimed at eliminating the threats that have already formed.

He also said that Russia is not afraid of any sanctions by Western countries, including the new limit sanctions claimed by some US politicians.

  Lavrov said that the main issues in the draft security treaty are not allowing NATO to further expand eastward and deploy strike weapons that could threaten Russia's territorial security, and the replies received did not respond positively to these main issues.

  Lavrov stressed that the United States deliberately ignored the principle of the indivisibility of security.

The US position is unacceptable.

He said the United States treats OSCE obligations as a menu from which to choose only what is "delicious" for them.

  Lavrov said Russian President Vladimir Putin would personally decide how to respond to Washington's actions.

"After interdepartmental coordination, we will report to the president, who will decide our further steps."

  Djabarov, first vice-chairman of the Russian Federation Council's (upper house of parliament) international affairs committee, said the U.S. response to Russia's security recommendations showed that Washington was heading for direct conflict and preparing for a global confrontation.

He said the U.S. response was unsatisfactory and Russia would not accept such a response.

  On the same day, Russian Presidential Press Secretary Peskov also said that Russia's main concerns were not taken into account in the responses of the United States and NATO to Russia's security recommendations.

"On this basis, of course, there is not much reason for optimism." He said the Kremlin would not rush to comment on the response of the United States and NATO, but Russia would not delay in responding to it.
