  Biden said in a speech at the White House that day that he has not yet made a decision on the candidate, but will announce the candidate by the end of February.

The nominee will be the first African-American woman to be nominated to the Supreme Court.

  Breyer wrote to Biden on the 27th that he intends to retire during the Supreme Court recess this summer.

Breyer, 83, has served as a Supreme Court justice since 1994.

  The U.S. Supreme Court has 9 justices, who are nominated by the president and need to be confirmed by the Senate. After taking office, they can serve for life.

Currently, the court consists of six conservative justices and three liberal justices, of which Breyer is the oldest.
