This was told by the head of the Ministry of Transport of the United Kingdom, Grant Shapps.

“Today I can announce that passengers who do not fit the definition of fully vaccinated will no longer be required to be tested on the 8th day after arrival or go into self-isolation,” TASS quoted him as saying.

He noted that they would need to fill out an entry form to demonstrate a negative test taken 2 days before travel, and they would have to take a PCR test upon arrival. 

Earlier, British Prime Minister Boris Johnson announced entry without PCR tests to the UK for travelers vaccinated against coronavirus.
