The Minister of Justice has urged the Government to comply with the sentence of 25% Spanish, but has avoided clarifying whether the Government will request the execution of the ruling in the event that the Generalitat ends up disobeying it to keep the language immersion model in force.

“We are in a state of law and the law, the Constitution and the sentences are respected. The sentences are fulfilled”, said

Pilar Llop

from Barcelona, where she appeared only three days after the Superior Court of Justice of Catalonia (TSJC) granted ten days to the Catalan Department of Education to inform it of how it intends to expand the presence of Castilian in all schools in Catalonia.

The Generalitat has two months to execute the ruling, but the minister has avoided specifying what the Government will do in the event that the Catalan Executive disregards it. "I cannot advance scenarios because I do not know what the Generalitat is going to do," Llop maintained, later pointing out that it will be the State Attorney's Office that determines what the Government's eventual reaction will be if

Pere Aragonès

orders to disregard the judicial resolution. The minister has established the vague position of the Government after meeting with the president of the Superior Court of Justice of Catalonia,

Jesús María Barrientos

, and with the Minister of Justice of the Generalitat,

Lourdes Ciuró

.

Last November, when the Supreme Court rejected the Generalitat's appeal for 25%, the Ministry did nothing either and referred to the Superior Court of Justice of Catalonia.

"The power to enforce the law belongs to the courts," he said then.

But the TSJC corrected him and said that it was the State that should act ex officio.

Now, the Government also intends to let the two-month period run while it attends the movements of the Generalitat as a spectator.

The intention of the Government is to promote "a legislative change to strengthen the Catalan educational law in the face of certain judicial decisions."

The Government has on the table a proposal from the School Council of Catalonia, an advisory body attached to the Generalitat, which claims to "clarify the regulatory framework that refers to language at school" to collide against the final ruling of the Supreme.

The maneuver would go through "retouching article 14 of the LEC" that refers to Catalan "as a vehicular and learning language", precisely to delve into that condition of the preponderant vehicular language and consecrate the exclusion of Castilian as a teaching language.
