It is noted that the Baltic countries needed US permission to re-export American-made systems. 

“The United States has given permission to three Baltic NATO member countries to send American-made weapons to Ukraine,” the article says.

The newspaper also writes that the US administration informed Congress about plans to transfer five Russian-made Mi-17 helicopters to the Ukrainian side, which were previously repaired in Ukraine and were originally planned for transfer to the military in Afghanistan.

In December, Peeter Kuimet, head of the Department of International Cooperation at the Ministry of Defense, said that Tallinn plans to supply Ukraine with weapons, Javelin missiles and 122mm howitzers, but before that it will need to obtain permission from the United States, as well as from the former owners of howitzers - Finland and Germany.
