When the municipalities took over the special schools from the county councils, it could be stated that there were differences between the municipalities' placements of children in special schools.

Relationship with the savings

Some municipalities had many placements, others had fewer.

And an inspection carried out by the Swedish Schools Inspectorate showed major shortcomings in investigations and assessments.

- The primary school also became more theoretically oriented during the 1990s, the requirements were raised and savings were made, says Magnus Tideman.
