• Cortes Oltra turns his defense for minors into an attack on the PP: "They are not protected by abuse; they are protected for having been abused"

The political scandal for the alleged

sexual abuse of minors

in the Valencian Community that points directly to the vice president of the Generalitat,

Mónica Oltra

, has been tangled up for days around a figure: the number of children under the guardianship of the Administration on which it is suspected who could be victims.

If

the PP denounced that the number of cases amounted to 175

, as a result of a report by the

Síndic de Greuges

with data from the Ministry of Oltra itself, this Tuesday the vice president clarified in the Cortes that most of these abuses were prior to the guardianship . But his department ended up recognizing that a total of 32 minors could have suffered some type of abuse while already under the protection of the Administration, that is, when they were already under the guardianship of the Department of Inclusive Policies directed by the vice president.

Oltra, who started his appearance in the Cortes to explain himself by attacking the PP directly for lying "consciously", stated:

"It is not that they are protected by being abused, but rather that they are protected for having been abused"

.

In most cases, he insisted, "the abuses have not occurred while in the protection system."

And he put a number on this reality: 131 cases detected between June 2020 and June 2021. Of these

131 cases of alleged abuse prior to guardianship

, 73 were known when the minor had already entered the Ministry's protection system, while that 58 were precisely the reason for the Generalitat to assume the guardianship of the minor victim.

However, according to figures from the Ministry itself, the rest of the cases up to 175 already occurred under the guardianship regime. Sources from the Oltra department, in any case, lower the final number of possible abuses to 32, since

a total of 12 were reported as "inappropriate sexual behavior at the age"

, that is, without being considered an abuse itself according to the protocol . Of these 32 cases, 10 were committed by other minors, six occurred during visits to relatives and another 16 "in the immediate environment" of the victim.

These figures were put on the table by Oltra based on the 175 attentions that the

Child and Adolescent

Abuse Service (SAANNA) carried out, precisely to defend that it has been their department that has put the focus on this “reality terrible and uncomfortable that shames us as a society.

"Not a single case of suspected abuse has been carried out by professionals from children's centers," insisted the leader of Compromís, who accused the PP of spreading suspicion about social workers.

However, a report from the General Directorate for Children of the Conselleria, dated September 2021 and sent to the Síndic de Greuges, confirms that

in 15 cases the reported events occurred in "reception residences"

.

The official document states that in "the cases that occurred within the residential protection centers in the indicated period, in no case is the alleged aggressor a professional of a protection resource." “All the cases that have occurred have come from other minors who are residents,” he adds. On the other hand, in 74 cases the place of the events was the

family home of the victim

and in another 15, that of the aggressor. In educational centers, three were reported, while there was evidence of 15 in the street and two in "another space for leisure or sports activities".

The conclusion reached by the report of the Directorate General for Children is that "it can be deduced that the victims are mainly girls or adolescents in 72.5% of the cases." In addition, "in those in which the perpetrator is known, either with suspicion or certainty, 68% of the aggressors are of legal age, taking into account that the remaining 32% have been committed by other minors" .

In more than half of the cases (59%), the aggressor is related to the victim

.

“You are not the victim.

He has accused everyone of lying.

Ask for forgiveness," the PP spokeswoman, María José Catalá, told Oltra in a tense debate.

The president of the Generalitat, Ximo Puig, was not in it, and this Wednesday Oltra will not be able to see

Yolanda Díaz

either , who excused her attendance at an act of the Valencian employers' association this Tuesday for having tested positive and in which she was going to coincide with the Valencian leader.
