The Bureau of Corrections' preliminary investigation report showed that the three prisoners, aged 34, 35 and 49, were jailed for murder, drug trafficking or robbery.

New Billy Peter Prison is located in Muntinlupa City, Capital Region of the Philippines, and is maintained by the Bureau of Corrections under the Department of Justice.
It is reported that as of November 2021, the prison has a total of 28,545 inmates, with an overcapacity of 6,435 inmates.
