Peskov said that we are talking about a list of instructions issued on January 14 following the plenary session of the RSPP congress.

He explained that the list of instructions is being coordinated within a few days, and during the preparation "circumstances have changed."

“There, in the first and second paragraphs, we are talking about amending federal legislation on the sanitary and epidemiological well-being of the population.

This is, as the people called it, the law on QR codes in public places,” he said.

According to Peskov, in these paragraphs, the government is ordered to ensure strict observance of the rights of citizens, taking into account all possible situations, to assess the impact of the relevant law, and it is also ordered to ensure the readiness of infrastructure and technologies before the adoption of this law and submit reports by the end of January. 

He recalled that at the end of last week, Russian Deputy Prime Minister Tatyana Golikova announced the decision of the Cabinet of Ministers to postpone the bill on QR codes due to changes in epidemiological circumstances.

The Kremlin spokesman specified that this was provoked by the beginning of a new wave of COVID-19 incidence associated with the omicron strain, the new characteristics of this strain and the new dynamics of its spread.

“Therefore, we will, of course, cancel these first and second points,” Peskov said.

Earlier it was reported that Putin instructed the government and parliament to finalize the bill on the sanitary and epidemiological well-being of the population, special attention will need to be paid to strict observance of the rights of citizens.

It was also reported that the Russian government will amend the bill on QR codes in public places.

Its consideration in the second reading in the State Duma has been postponed.
