“We believe that in this case de-escalation would imply the return of Russian servicemen to the barracks, explanations about these maneuvers or their termination,” RIA Novosti quoted Price as saying at a briefing.
He also noted the need to return heavy weapons to their usual storage areas.
According to him, progress in the talks between Moscow and Washington on security issues requires their passage in an "atmosphere of de-escalation."
