According to the website of the Ministry of Education, recently, the Office of the Education Supervision Committee of the State Council issued a reminder letter to all provinces (cities and districts), requiring all localities to earnestly ensure that the average salary of teachers in compulsory education should not be lower than the average income of local civil servants. The wage income level (referred to as "not less than") will be implemented, and when the year-end incentive subsidies for 2021 are issued and the fiscal budget for 2022 is arranged, it will be ensured that "not less than" will continue to be implemented.

  The reminder letter puts forward three clear requirements: First, the salaries of teachers in compulsory education should be listed as government expenditures.

All localities should strengthen provincial-level overall planning to ensure that the long-term mechanism for guaranteeing the treatment of compulsory education teachers and the linkage mechanism for the adjustment of wages and income to the treatment of local civil servants are implemented, and continue to achieve "no less than".

The second is to unblock public opinion channels.

Provincial, municipal, and county governments must establish and unblock channels for teachers to complain and report, so that teachers have channels to understand policies, platforms to make reasonable complaints, and opportunities to eliminate misunderstandings.

In particular, when the year-end incentive subsidies for civil servants and teachers are issued in 2021, it is necessary to strengthen policy communication and make explanations practical and meticulous.

The third is to strengthen supervision and inspection.

All provinces should strengthen monitoring and verification, and strictly implement the "Measures for Accountability of Education Supervision" for individual counties (cities, districts) that have not achieved "no less than" or newly owed teachers' salaries for compulsory education, and hold relevant responsible persons accountable.

  In 2022, the Office of the Education Steering Committee of the State Council will continue to pay close attention to the implementation of "not less than" the salary income of compulsory education teachers in various places, and will implement listing supervision for places where the implementation is not in place.
