Copies of appeals addressed to the authors of the bill on life imprisonment for pedophilia (Pavel Krasheninnikov, Andrei Turchak and Alexander Khinshtein) are at the disposal of RT.

As Volynets stressed, the tragedy with a five-year-old child in Kostroma "clearly demonstrates that the proposed punishment should be toughened."

According to the investigation, on January 4, the girl went for a walk, after which two unknown persons grabbed her and disappeared in an unknown direction.

The body of the deceased was found in a room of one of the hostels in Kostroma.

According to the procurator of the Kostroma region, one of the criminals had previously served a sentence in places of imprisonment for committing a crime against sexual inviolability and illegal circulation of pornographic materials.

According to Volynets, it is necessary to introduce life imprisonment, including for those who committed such a crime against a minor for the first time and / or if one child became the victim of a criminal, and not just two or more.

The Children's Ombudsman expressed gratitude to the deputies for the introduced bill, but said that she considers it "unacceptable to wait for relapses and new victims."

“I ask you to add to this list of criminals who have committed a crime for the first time, and those who have committed a crime against even one child.

I consider it unacceptable to wait for relapses and new victims in order to isolate pedophiles from our children instead of doing it immediately after being convicted for the first crime, because the price of this expectation is sexual integrity, physical, mental health and the life of children, ”the appeal says.

She added that it is proposed to amend articles of the Criminal Code 131 "Rape" and 132 "Sexual assault".

Earlier, the speaker of the lower house of parliament, Vyacheslav Volodin, stressed that the State Duma deputies will do everything to ensure that the bill on life imprisonment of pedophiles is adopted in January.

He made such a statement in connection with the murder of a five-year-old girl in Kostroma.

The speaker of the State Duma recalled that one of the detainees turned out to be a pedophile-recidivist. 

On December 21, the State Duma adopted in the first reading a bill on life imprisonment for pedophilia.

The project proposes to extend the maximum punishment in the form of life imprisonment for similar repeated crimes and in relation to all minors (under 18).

In addition, it is planned to expand the use of life imprisonment in cases of committing a crime against two or more minors, as well as in cases when this crime is associated with the commission of another grave or especially grave crime.
