  The "Fourteenth Five-Year Plan for Civil Aviation Development" proposes that by 2025, China's civil aviation will achieve six major development goals, including: a new level of aviation safety, a new improvement in comprehensive support capabilities, and a new level of aviation service capabilities. Innovation-driven development has achieved new breakthroughs, green civil aviation construction has shown a new situation, and industry governance capabilities have achieved new results.

The "Fourteenth Five-Year Plan for Civil Aviation Development" also proposes that corresponding to the six development goals, during the "14th Five-Year Plan" period, China's civil aviation will also focus on building civil aviation safety, infrastructure, aviation services, green development, strategic support and The six systems of modern civil aviation governance.

At the same time, focusing on the blockages, pain points and difficulties in the development of the industry, we have established and implemented six key projects, namely capacity tapping and improvement, air transportation convenience, civil aviation green and low-carbon, scientific and technological innovation leadership, talent development, and industry collaborative demonstration.

  Build smart civil aviation and promote high-quality development

To this end, during the "14th Five-Year Plan" period, China's civil aviation will strengthen the core position of innovation in the overall situation and continue to promote the high-quality development of civil aviation.

  On January 1, 2022, 40 airports across the country have opened passenger "easy security check" services at tens of millions of large airports.

Passengers can use it after passing the real-name authentication in the Alipay applet, the national government affairs platform.

It is estimated that the "easy security check" service can increase passenger traffic efficiency by 30% to 50%, which marks a new level of civil aviation smart construction.

In fact, many of the goals of convenience, efficiency, innovation, wisdom, and green development in the "14th Five-Year Plan" of civil aviation are closely linked to the construction of smart civil aviation.

For example, the full-process paperless capability of tens of millions of airport passengers and the full-process baggage tracking service level that reflect smart travel are expected to reach 100% and 90% respectively by 2025; the electronic freight document rate that reflects smart logistics reaches 80% ; The approaching bridge rate of airports above tens of millions of levels, which reflects intelligent operation, reaches 80%.

  The person in charge said that in order to ensure the smooth realization of the related goals of smart civil aviation construction during the "14th Five-Year Plan" period, the Civil Aviation Administration recently reviewed and approved the "Smart Civil Aviation Construction Roadmap."

The roadmap will follow the concept of “system development guidance, domain-specific module construction”, with smart travel, smart air traffic control, smart airport and smart supervision as the starting point, and strengthen the three major supports of reform and innovation, technological innovation, and infrastructure guarantee.
