The Ministry of Health proposes that

close contacts in Early Childhood and Primary Education

do not have to be quarantined and extend the outbreak consideration to 3 or more cases in schools and institutes.

These are some of the proposals that the Department headed by

Carolina Darias

has prepared and which are reflected in a document entitled 'Guide to action before the appearance of COVID-19 cases in educational centers' dated December 30, 2021, which establishes some modifications with respect to the protocols adopted previously.

Government sources indicate that this document is on the sidelines of the joint meeting that the Ministries of Health, Education and Universities will hold tomorrow with the autonomous communities to

analyze the return to the classrooms after the Christmas holidays,

and that it will be addressed later.

According to this document, the Health proposal is that

no action will be taken in relation to suspected cases of Covid

within educational centers until a positive result is obtained in a diagnostic test.

In this way, "the teaching activity will continue in a normal way, taking extreme measures of prevention and hygiene" until the result of the suspected case is obtained.

In case of close contacts outside the educational center, the actions will be carried out according to the 'Strategy for early detection, surveillance and control and its adaptations'.

The Health approach specifies that

those unvaccinated family members of the suspected case will remain in quarantine.

On the other hand,

all close contacts of Early Childhood Education and all close contacts of both the stable coexistence groups (GCE) and non-organized groups such as GCE of Primary

will be

exempt from quarantine

, regardless of whether they are vaccinated or not.

But

the teaching staff and other staff of the center and the population over 12 years of age

will follow the quarantine indications that are proposed for the general population according to the 'Early detection, surveillance and control strategy'.

The document also establishes that diagnostic tests will be carried out on contacts, both vaccinated and unvaccinated, if possible,

between days 3-5 after the start of quarantine.

If the test result is positive, the contact will be considered a case and will be handled as such, but if it is negative, the quarantine will end 7 days from the date of the last contact.

"Within the school they will be recommended to avoid contact with vulnerable people. They will be instructed to use a surgical mask in their social interactions, not to attend mass events and limit contacts. It is also recommended to monitor the possible appearance of symptoms compatible, "says the draft.

If

quarantine

was

indicated, it would be during the 7 days after the last contact

with a confirmed case.

During this 7-day period, people in quarantine will be instructed to monitor their health status and, upon the appearance of any compatible symptoms, notify the health system as established in each autonomous community.

The Health draft also expands the cases to three to consider the existence of an outbreak.

"Any grouping of

3 or more cases with active infection

in which an epidemiological link has been established will be

considered an outbreak

, as stated in the 'Strategy for early detection, surveillance and control of COVID-19'", says the document.

Upon detection of an outbreak,

the cases

will be

isolated at home and the contacts will be identified.

"The action in the contacts will be the same as before the detection of the second case in the classroom, that is, the close contacts not vaccinated will be quarantined and the rest of the classroom will continue with the usual teaching activity. In the case of Early Childhood Education, the entire bubble group would be quarantined, "the document indicates.

And with respect to the

closure of centers,

the text states: "If it is considered that there is an uncontrolled transmission in the educational center with a greater number than expected due to the transmission existing in the community in a specific territory for that age group, the public health services of the autonomous communities will carry out a risk assessment to consider the need to scale up the measures, ultimately assessing the temporary closure of the educational center ".
