Transformation of the health pass into a vaccination pass 

First of all, the bill transforms the health pass into a vaccination pass.

"From January 15, 2022, it will be necessary from the age of 12 to present proof of vaccination," said Olivier Véran on Wednesday.

A negative test will therefore no longer be enough to go to the cinema, to restaurants, and to bars.

Up to 75,000 euros fine for a fake pass

The government also wants to reduce pass fraud.

To do this, it opens the possibility for managers of establishments open to the public to verify the identity of pass holders in the event of doubt and plans to increase the penalties incurred for counterfeiters: a fine of € 1,000 for the use of the pass. 'a pass that belongs to someone else and € 75,000 and 5 years' imprisonment for a fake pass.

Raising the shields of the RN and LFI

The debates are expected to be intense on three points: the obligation from 12 years old, the integration or not of recovery certificates in the vaccination pass, and the opening of identity verification to facility managers.

The Republicans and the Socialist Party are opposed to this latest measure but should vote for the text.

Only La France Insoumise and the Rassemblement National have already announced that they will vote against.
