The corresponding document was published on the official portal of legal information.

According to the order, photographing and fingerprinting will be carried out by authorized employees of the territorial bodies of the Ministry of Internal Affairs, however, in some regions, the procedures will be handled by an authorized state unitary enterprise subordinate to the Ministry of Internal Affairs of Russia.

It is noted that some foreigners will have to be photographed and fingerprinted more than once.

"Foreign citizens are subject to fingerprinting registration and photographing once, with the exception of persons: who did not present a document confirming the passage of mandatory fingerprinting registration and photographing," the text of the document says.

This includes persons whose information was not found in the TsIADIS-Ministry of Internal Affairs system, persons who have changed their personal data, as well as those who have revealed a persistent change in the skin (scars, tattoos, etc.) or if since the previous 10 years have passed since then.

Photographing and fingerprinting are not carried out for citizens of Belarus, officials of international organizations who have entered Russia for work, persons under the age of six, and a number of diplomats.

Earlier it was reported that from December 29, 2021, fingerprinting will become mandatory for labor migrants in Russia.
