A month before the local municipal and departmental elections, the political opponent Ousmane Sonko and Moussa Balla Fofana - member of Pastef and banker in Canada - released on December 25 a book on decentralization published by Harmattan editions.

The date was not chosen at random;

Almost a month to the day before the local elections, the work of Ousmane Sonko and Moussa Bala Fofana is available at the Harmattan bookstore, while the leader of Pastef is running for mayor of Ziguinchor on January 23 .

A position assumed, explains its co-author, former technical advisor to the Ministry of Regional Planning and Local Authorities, who hopes that the words of the book resonate with the challenges of the next election.

A new model

The text first makes a diagnosis of decentralization in order to present a new model where the territories would become poles of development.

The objective is that the local authorities carry 25% of the national budget, explains Moussa Bala Fofana

For the moment, no presentation or dedication ceremony has yet been organized.

This may be done after the election campaign, so as not to mix the output of this essay with politics.
