Moscow adds that an interim representative from Kiev has been summoned to the Russian Foreign Ministry, where it has been addressed "a strong protest" and demanded that Ukraine ensure the safety of Russian diplomatic personnel.

This incident takes place in the midst of tensions between Ukraine and Russia, accused by the West of massing troops on the Ukrainian border with a view to possible military intervention.

The official warned the West against any arrangement with the Kremlin in the run-up to negotiations in January between Moscow and Washington on the security demands of the Kremlin, which notably demands that Kiev never join NATO.
