The policy of

reversion to the public

to retrace the path of privatization that the PP government in the Generalitat undertook in its day has been one of the main bets of the Executive of Ximo Puig. The recovery for public management of hospitals such as La Ribera in Alzira and Torrevieja or the start of the reversal of the Technical Inspection of Vehicles (ITV), for example, have been harshly criticized by the opposition, seeing behind these ideological reasons rather than efficiency reasons. So the case of the fair institutions is significant, because their conversion into public companies basically aims to guarantee their future existence.

The plenary session of the Consell has given the green light this week to the decree law that culminates the

public rescue of Feria Valencia and the Alicante Fair Institution (IFA)

, just a few weeks after approving an injection of more than 8 million euros to save from bankruptcy to two entities especially hit by the Covid crisis and the cancellation of events and contests. Not surprisingly, the absence of fair activity led the Valencian institution to convert its pavilions into a warehouse for Fallas monuments and sanitary material, which even caused friction with the Ministry of Finance due to the expenses derived from the operation.

With the decree law, the last step is taken for the restructuring of both fair institutions, which will become public companies so that the Generalitat can subrogate debt and staff.

Specifically, the decree-law authorizes the creation of two commercial companies of the Generalitat:

Sociedad Fira València and Sociedad Fira Alacant

.

It should be borne in mind that the venues were until now in a kind of legal limbo.

While Feria Valencia was founded in 1917 as a public utility association, IFA was established in 1959 as a non-profit association.

The legal formula raised serious doubts to be able to undertake the

subrogation of the debt

(470 million in the case of the Valencian institution and 76 in that of the Alicante).

In fact, the re-founding of both and under what formula has faced during these years the Ministry of Finance (PSOE) and the Ministry of Economy (Compromís), which ended up agreeing the commercial company to

integrate the fairs in the public sector of the Generalitat

.

Finally, "they will have

legal personality of a private nature, as commercial companies of the Generalitat

", reads the decree law, and they will be attached to the Ministry of Economy.

"Resolving the legal uncertainty and urgently undertaking the restructuring of the fair institutions is not only an essential condition to guarantee the continuity of the activity that they have been developing, but also to maintain their future competitiveness", justifies the rule.

Furthermore, he emphasizes that "thanks to this new framework, by their own means or through agreements with potential partners, the fair institutions will be able to advance to the transformation that is being imposed in the fair sector around the world and that has been accelerated due to the outbreak of the Covid-19 pandemic ".
