December 23, 2021The challenge of the Recovery Plan grows in 2022: according to what can be read in the draft of the report that the government will transmit to Parliament next year, 102 objectives will have to be achieved in order to secure the second and third installments of European funds, in all 40 billion.



In detail, 47 objectives will be achieved in the first six months of the year and 55 in the second half of 2022. To obtain two tranches of 19 and 21 billion respectively. In total, between now and 2026, the funds are divided into 10 installments: in order to have all the checks paid off, Italy will have to achieve a total of 520 objectives.



Draghi, start of a long process, commitment until 2026


"This is just the beginning of a long process. There is a need for a daily commitment until 2026. Having achieved the 51 goals set out in the Plan is important, but it is not the time to settle for the goal achieved", he had said the Prime Minister, Mario Draghi, opening the control room on the Pnrr.



Draghi reiterated that the government has achieved "the goal of achieving the 51 objectives of the Plan", and that it will send the request to the European Commission for the payment of the first installment. "The result was achieved thanks above all to you and your administrations, and thanks to the availability of Parliament. In particular, I thank Minister Franco for the extraordinary work done by his Ministry. And I also want to thank the offices of the Presidency of the Council of Ministers. for the action carried out: they have been very effective since the beginning of this process. Thanks also to the Regions, UPI and ANCI Conference ", he added.

According to the premier, "the PNRR is a plan of results. I therefore ask you to convey this message. in your administrations and to better prepare them for the tasks of the coming years. In case there are difficulties in implementation, these should be raised immediately and submitted to this Cabinet for examination, which plays a fundamental role in solving implementation problems of the Plan ", continued Draghi.



"If we want the perception of Italy abroad to change permanently, this is a unique opportunity: to demonstrate that all the resources of the Plan are spent correctly and honestly, avoiding corruption and infiltration by criminal organizations. And yours. administrations - also in this case - play a fundamental role ", concluded the premier.



To local authorities 36%, 80 billion with a complementary fund


"It is estimated that about 36 percent of the NRP's resources will be entrusted to Regions, Municipalities, Metropolitan Cities or other local administrations (66 billion euros in the case of the PNRR in the strict sense, which extends to 80 billion euros if we consider also the National Plan for complementary investments) ". This is what we read in the draft of the report to Parliament on the state of implementation of the Recovery Plan. "The involvement of local authorities - underlines the document - crosses the six missions of the Plan, with a particular concentration in the area of ​​Mission 5, Inclusion and cohesion, mainly intended for Municipalities, and in the area of ​​Mission 6, Health, intended almost exclusively to the Regions ".



Local administrations "participate in the implementation of the NRP in areas ranging from nursery schools, urban regeneration projects, school and hospital buildings, the circular economy, social interventions. some projects activated at national level, such as those regarding the digitalisation of the public administration. Finally, they have a role in the definition and implementation of some of the reforms envisaged by the Plan in the fields of disability, local public services, tourism and other sectors of decentralized competence. For these, an activity in close synergy with the central administrations in the institutional offices of the State-Regions Conference will be fundamental,of the Unified Conference and the Permanent Table for the Economic, Social and Territorial Partnership ".
