——Interview with Xiao Yaqing, Minister of Industry and Information Technology

The Central Economic Work Conference emphasized the need to “enhance the core competitiveness of the manufacturing industry, launch a batch of industrial infrastructure reengineering projects, and stimulate the emergence of a large number of'specialized, special new' enterprises”, and made deployments such as “speeding up digital transformation and promoting the upgrading of traditional industries” .

How to view the current trend of China's industrial economy?

How to improve the quality of the manufacturing industry?

Our reporter interviewed Xiao Yaqing, Minister of Industry and Information Technology.

Fight the policy "combination punch" to boost the industrial economy

Reporter: This year, the industrial economy has continued to resume growth, but the downward pressure on the industrial economy has appeared since the third quarter.

How to judge the trend of industrial economy next year?

Xiao Yaqing: Since the beginning of this year, the overall industrial economy has continued to recover, and the resilience and advantages of the industrial supply chain have been improved.

In the third quarter, various regions and departments launched policies to boost the industrial economy, such as expanding industrial product consumption, supply chain guarantees for the industrial chain, and helping companies to relieve difficulties. Months up.

In the first 11 months, the added value of my country's industrial enterprises above designated size increased by 10.1% year-on-year, which was better than expected.

At present, the three pressures of shrinking demand, supply shocks, and weakening expectations faced by my country's economic development are more prominent in the industrial field.

At the same time, we must also see that my country's economic development and epidemic prevention and control have maintained a leading position in the world, the fundamentals of the industrial economy have been improving for a long time and the overall trend of resuming growth has not changed, the complete industrial system and complete supporting capabilities have obvious advantages, and the construction of new development is accelerated. The pattern will continue to unleash the potential of the super-large-scale market and promote smooth economic cycles. We are confident that the industrial economy will operate smoothly.

Reporter: In order to ensure the smooth operation of the industrial economy, what specific measures does the Ministry of Industry and Information Technology have?

Xiao Yaqing: To ensure the stable operation of the industrial economy and the upgrading of quality, we must focus on four aspects.

The first is to go all out to achieve a smooth succession in the first quarter and ensure a good start in 2022.

Strengthen the coordination of departments and the linkage of ministries and provinces to form a joint work force, and jointly grasp the implementation of the "Implementation Plan on Rejuvenating Industrial Economic Operation and Promoting High-quality Industrial Development".

The second is to open up key product supply blockages and unblock the industrial economic cycle.

Strengthen the coordination of energy, logistics, employment and other factors, and give priority to ensuring the stable operation of the supply chain of key industrial chains such as basic industrial products, important living materials, and agricultural materials and fertilizers.

Concentrate on solving the problem of chip shortage in automotive and other fields.

The third is to focus on boosting investment in the manufacturing industry to maintain current growth and increase the stamina for development.

For the key engineering projects that have been identified in the National 14th Five-Year Plan, organize local and relevant parties to do a good job in the preliminary work, and start implementation as soon as possible.

Give full play to the guiding role of financial funds, deepen the integration of production, and encourage and support foreign-funded enterprises to participate in the construction of domestic industrial chains and supply chains.

The fourth is to tap the potential of domestic demand and actively expand consumer demand.

Implement the policies that have been issued to boost the consumption of bulk industrial products, start a pilot city for fully electrified public vehicles, and launch activities for new energy vehicles, green smart home appliances, and green building materials to go to the countryside.

In-depth implementation of the strategy of "increasing variety, improving quality, and creating brand".

Make up for the weak industrial foundation and insufficient high-end supply capacity

Reporter: The Central Economic Work Conference emphasized that "it is necessary to enhance the core competitiveness of the manufacturing industry and initiate a batch of industrial infrastructure reengineering projects." What specific measures does the Ministry of Industry and Information Technology have?

Xiao Yaqing: my country's manufacturing industry has ranked first in the world for 12 consecutive years, with a complete range of industries, but there is still a big gap between the comprehensive competitiveness of the manufacturing industry and the world's first-class level. The weak industrial foundation and insufficient high-end supply capacity have become an impact on high quality. The key constraint on development must be accelerated to make up for this shortcoming.

Focusing on improving the core competitiveness of the manufacturing industry, we will focus on five tasks next year.

The first is to implement the industrial infrastructure reengineering project in depth.

Focus on the bottleneck shortcomings of core basic components and basic manufacturing processes, basic electronic components, key basic materials, and key software, and launch a batch of industrialized engineering projects.

Improve market-oriented mechanisms such as "revealing the rankings" and promote the first (set of) equipment, the first batch of materials, and the first version of the software demonstration application.

The second is to accelerate the construction of a manufacturing innovation center.

At present, 21 national-level manufacturing innovation centers and 2 national and local co-construction centers have been built, driving the cultivation and construction of 203 provincial-level centers in various regions.

Next year, the construction of the national manufacturing innovation center and the national and local co-construction centers will be increased to support the construction of pilot platforms for leading manufacturing enterprises.

The third is to promote the development of manufacturing clusters.

In-depth implementation of special actions for the development of advanced manufacturing clusters, adopting a "horse racing" mechanism, and fostering a number of national advanced manufacturing clusters in the fields of electronic information, high-end equipment, automobiles, and new materials.

Cultivate a batch of provincial-level advanced manufacturing clusters and create regional economic growth poles.

The fourth is to vigorously transform and upgrade traditional industries.

Implement the transformation and upgrading of traditional industries, closely follow the development direction of digitalization, greening, and high-end development, guide and support industries such as industrial mother machine, shipbuilding, medical equipment, agricultural machinery equipment and other industries to accelerate the upgrading of advanced technology and high-end products, and expand the supply of high-quality products.

The fifth is to increase efforts to cultivate high-quality enterprises.

Optimize the market environment for corporate mergers and reorganizations, and accelerate the cultivation of a group of large and ecologically competitive enterprises with international competitiveness.

Actively guide the vast number of small and medium-sized enterprises and private enterprises to take the development path of "specialization, specialization and innovation", and grow into "single champions" or "supporting experts" with unique skills.

Adhere to "relieve difficulties and strengthen assistance" and "support innovation and promote upgrade"

Reporter: The Central Economic Work Conference proposed to "stimulate the emergence of a large number of'specialized, special new' enterprises" and asked for help "small, small and micro enterprises, individual industrial and commercial households to relieve their burdens, and restore development." What is the current progress of this work?

What is the focus of the next step?

Xiao Yaqing: This year, the central government will arrange special funds to support the development of "specialized, special and new" small and medium-sized enterprises, and support the implementation of small and micro enterprise financing guarantee fee reduction and subsidy policies, which will drive local finance to increase support.

In the first three quarters, the nationwide new tax and fee reduction scale was 910 billion yuan.

As of the end of October, the balance of inclusive small and micro loans increased by 26.7% year-on-year.

This year, 259 manufacturing single champion enterprises and 2,930 national "little giant" enterprises have been newly cultivated. The total number has reached 848 and 4,762 respectively. This has led to the cultivation of more than 40,000 provincial-level "specialized, special and new" small and medium-sized enterprises.

In 2022, we must adhere to the two-handed approach of "relieving difficulties and strengthening assistance" and "supporting innovation and promoting upgrading", and work hard to do practical work for small and medium-sized enterprises and seek practical results.

One is to increase support for SMEs.

Coordinate the implementation of a series of preferential enterprise policies, continue to implement the small and micro enterprise financing guarantee fee reduction and reward policy, and promote the continuation of the phased preferential enterprise policy.

Guide local governments to introduce more policies and strengthen precise support for small and medium-sized enterprises.

The second is to expand the number and scope of "specialized, sophisticated, and new" enterprises.

Research and formulate evaluation and cultivation methods for innovative small and medium-sized enterprises, “specialized and special new” small and medium-sized enterprises, and “little giant” enterprises. Next year, about 3,000 new “little giant” enterprises will be cultivated, and a batch of key “specialized, special and innovative” enterprises will be supported. enterprise.

We will implement the capacity improvement project for SME service organizations and launch SME Service Month activities to support SMEs in accelerating their digital and green transformation.

The third is to intensify the management of malicious arrears.

Effectively implement the "Regulations on Guaranteeing Payments for Small and Medium-sized Enterprises," and organize special inspections on typical industry sectors with arrears.

We will improve the methods for handling complaints to ensure payment by small and medium-sized enterprises, strengthen social supervision and restraint and punishment, and form a long-term mechanism.

The fourth is to promote the integration and innovation of large and medium-sized enterprises.

Formulate policies and measures to promote the integration and innovation of large and small enterprises, guide more large enterprises to open their markets to "little giant" enterprises, support more small and medium enterprises to enter the supply chain of leading enterprises, and cultivate more characteristic industrial clusters of small and medium enterprises.

Digitization empowers, assigns value and wisdom, transforms and upgrades the traditional industry in an all-round way

Reporter: This year, what achievements have been made in the digital transformation of traditional industries?

What is the focus of next year's work?

Xiao Yaqing: This year, we will focus on laying out new infrastructure and expanding application scenarios, and use new Internet technologies and applications to transform and upgrade traditional industries across the entire chain. The role of digital empowerment, value, and intelligence is further highlighted.

The foundation of digital transformation is more solid.

my country has built 1.396 million 5G base stations, built 165 industrial Internet identification and analysis secondary nodes, cultivated more than 150 large industrial Internet platforms, and continued to improve security capabilities.

The scenes of digital transformation are more abundant.

"5G+Industrial Internet" has taken the lead in deployment in ten key industries such as mining, steel, electric power, petrochemical and chemical industries, forming 20 typical application scenarios such as remote equipment control, machine vision quality inspection, and production energy efficiency control.

The effect of digital transformation has become more prominent.

Up to now, the proportions of enterprises carrying out networked collaboration and service-oriented manufacturing have reached 38.8% and 29.6%, respectively. The numerical control rate of key processes and the penetration rate of digital R&D design tools in industrial enterprises above designated size have reached 55% and 74.4% respectively.

Through the application of new technologies, enterprises have achieved product upgrades, cost reductions, model innovations, and production and operation efficiency has been greatly improved.

Next year, focusing on accelerating digital transformation, we will focus on three aspects.

The first is to focus on key industries and expand the application of "5G + Industrial Internet".

The second is to carry out pilot demonstrations of big data applications and focus on activating the potential of data.

The third is to in-depth implementation of the digital transformation of the manufacturing industry to enhance the company's digital technology application capabilities.
